Welsh Government has announced that the Council has secured more than £1.48m across key funding programmes for 2024/25 – to deliver local flood alleviation work and targeted schemes to create more flood-resilient roads.
Each year, the Council benefits from Welsh Government support to carry out land drainage and flood risk improvements in communities. Officers identify projects, compile business cases and submit funding bids – while Council match-funding is identified through the ongoing Highways capital programme.
Welsh Government has confirmed its funding allocations to Rhondda Cynon Taf for 2024/25 for two programmes – £982,500 across the Flood and Coastal Erosion Risk Management Small Scale Works Grant programmes, and £500,000 via the Resilient Roads Fund programme.
Welsh Government has also given its approval in principle for further funding of approximately £3m, subject to the appropriate permitting, development permissions and business case approval to proceed.
A summary of the funding allocations across these three programmes, and the projects they encompass, has been provided at the bottom of this update.
Councillor Andrew Morgan OBE, Leader of Rhondda Cynon Taf Council and Cabinet Member for Infrastructure and Investment, said: “The Council continues to welcome important support from Welsh Government to help us develop and deliver flood alleviation work in local communities. The funding complements our significant investment in this area, as we take a proactive approach to preparing for more extreme weather brought by climate change.
“The allocation of more than £4.48m from Welsh Government for 2024/25, across several funding programmes, will be used alongside Council match-funding to deliver an even greater investment for communities. The Council’s contribution has been planned for and earmarked in the new Highways and Transportation Capital Programme, which was agreed by Cabinet in March.
“These key programmes will help us progress 38 targeted schemes that have been identified by officers – with the funding covering activity that ranges from business case progression to design and construction work. We’ll continue to seek external funding opportunities where they become available, to help our ongoing effort to protect key infrastructure and properties in our communities.”
Flood and Coastal Erosion Risk Management programme
This programme delivers capital work to reduce the risk of flooding, and the following 15 local schemes have received approval in principle in 2024/25:

- Nant Gwawr Phase Two works (detailed design/business case).
- Oaklands Terrace, Cilfynydd (outline business case).
- Volunteer Street, Pentre FAS (detailed design/business case).
- Tirfounder/Bro Teg Road Phase Two (construction).
- Trehafod FAS (outline business case).
- Treorchy FAS Phase Two (detailed design/business case).
- Tuberville Road, Porth (detailed design/business case).
- Penrhys Inlet (construction).
- Victor Street, Mountain Ash (construction).
Small Scale Works Grant programme
This programme allows Welsh Government funding to be utilised to deliver smaller flood alleviation schemes, which may also have wider benefits. A total of 13 schemes are identified in 2024/25, plus telemetry installation. These are:

- Plantation Road, Abercynon (design and construction).

- Column Street, Treorchy (design and construction).
- Tynywaun/Tynewydd, Treherbert (construction).
Resilient Roads Fund
This programme targets priority drainage improvements on areas of the road network with a history of flooding – with nine schemes identified for 2024/25:

- Cymmer Road, Porth (design and construction).
