Highways Development Control

This Design Guide has been produced and promoted with the aim of assisting all stakeholders in understanding the process involved in designing and building new roads to serve new development for residential, industrial and commercial estate roads.

This guidance includes all stages in the process from the initial planning consultation stage right through detailed design, materials specification, construction and subsequent adoption of the newly created highways.

By following these processes, developers can have confidence that the infrastructure that they are delivering will be suitable to be adopted by Rhondda Cynon Taf County Borough Council as the Highway Authority.  Where this process is followed, residents, occupiers and their legal advisors will benefit from the presence of appropriate highways agreements to protect their interests and insulate them from potential liabilities associated with the unadopted highway infrastructure.

It is intended that the Design Guide will be a “live” document and will be subject of continual updates to reflect latest design standards, materials specification and technological advances.
