What is the European Passport Return Service?

The European Passport Return Service forms part of the process of applying for permanent residence with the benefit of not having to surrender your passport. The Service confirms the right to permanent residency in the UK or for a registration certificate as a qualified person.

Who can apply and when?

The service will be available from the 2nd January 2017 and is provided by Rhondda Cynon Taf Council’s Registration Service in partnership with the Home Office. Only EEA and Swiss nationals applying online using the EEA (QP) or EEA (PR) application can apply.

Keep your passport whilst your application is processed by the Home Office.

Making an application.

This service is only available for those making their application online at gov.uk for either of the following:

  • EEA (QP) – Application for a registration certificate as a European Economic Area (EEA) Swiss national who is in the UK as a qualified person.

Or

  • EEA (PR) – Application for a document certifying permanent residence or permanent residence card under the EEA Regulations.

We will photocopy your EEA or Swiss Passport and forward a copy along with your document checklist, application form and supporting documentation to the Home Office on your behalf. This means you are able to keep your passport while your application is being processed.

You must attend our offices within 5 working days of submitting your online application form.


Please note: we operate an appointment only service, to arrange a mutually convenient appointment please ring this office on (01443) 494024. The fee applicable is £15 per applicant and is payable on the day of your appointment by debit/credit card or in cash.

You must bring the following documents with you to your appointment:

  • Your Passport
  • Your completed application form
  • Your document checklist
  • Supporting documents
  • Two identical passport photographs

Please note: using the European Passport Return Service (EPRS) does not guarantee the success of your application and as a local authority we cannot provide any advice on your application or any responsibility should your application be rejected by the Home Office for any reason.

This service will not ensure that your form has been correctly completed and we will not correct supporting documents submitted. It is only a passport return service.

The certified copy of your passport along with your documentation checklist and supporting documents will be submitted directly to the Home Office.

The Home Office may contact you for further information after your application has been submitted.

Please be aware that although the local authority will photocopy and submit your passport with your original documents the Home Office may write to you to request further information and/or documentation.

If an application does not meet the criteria set out by the Home Office on the grounds of incorrect documentation or the requirements are not met there will be no refund of the EPRS handling charge by the Local Authority.
