Childcare and advice for parents

The Council is offering a childcare and summer activity programme across seven settings for the period Wednesday, July 22 to Friday, August 21, which will prioritise vulnerable children, and offer provision for children of NHS and social care workers strictly subject to availability.

Childcare Request

The deadline for receipt of applications for the childcare / summer activity programme for the period Wednesday, July 22 to Friday, August 21 is 11:59pm on Sunday, July 12.

All applicants only need to make one application for the whole of this period. 

Please ensure that you apply by the deadline - Late applications will not be accepted.

Places are strictly limited, are subject to availability and should only be applied for as a last resort.

Making an application does not guarantee a childcare place.

In accordance with Welsh Government guidance, vulnerable children will be prioritised.  Where capacity allows, places will be offered to the children of NHS and social care workers only. Consideration will also be given to staff who are required to deliver the childcare and summer activity programme. Please note that other essential workers who have previously been eligible for free emergency childcare will no longer be eligible due to changes in Welsh Government grant conditions.

Eligibility

Eligibility for childcare during this period is limited to:-

  • vulnerable learners;
  • learners who attend special schools; and
  • children whose parents / carers work in the following sectors only, in a role which is critical to the COVID-19 response:-
    • NHS
    • Social Care Sector

If one parent is an NHS or social care sector worker in the fight against COVID 19 but the other parent is not, then the other parent should provide safe alternative arrangements at home when possible.

If you are able to perform the critical parts of your job effectively when working from home, then you should do so.

Vulnerable learners are:

  • Children on the child protection register
  • Looked after children, where there is risk of placement breakdown
  • Children receiving care and support  (but not looked after or on the child protection register)
  •  Children with a statement of special needs
  • Other looked after children

Please only apply for childcare provision either because your child(ren) is/are included in the groups above and there is no safe alternative or, as agreed with your child’s social worker.

Childcare is only available for RCT residents (working in the NHS or social care sector) and particularly vulnerable learners and only for children who usually attend a school in Rhondda Cynon Taf. 

Children with underlying medical needs should be cared for at home to ensure their health and safety.

Childcare provision for children aged 5-16 (4-19 in special schools)

The forms below are for applications for the period Wednesday, July 22 to Friday, August 21, for children between the ages of 5 and 16 only (4-19 in special schools).
 
Please also read the important information below prior to completing the forms. Different forms are available, please ensure you complete the form appropriate to your circumstances. 

Application for vulnerable pupils and special schools

The above form is for parents / carers of vulnerable pupils and pupils attending special schools.

(Childcare places for pupils who usually attend a special school still require parents/ carers to complete the above online application form).

Application for NHS / Social care sector workers – children aged 5-16 

The above form must be completed by all parents / carers workers working in the NHS or social care sector.

In accordance with Welsh Government guidance, vulnerable children will be prioritised.  Where capacity allows, places will be offered to the children of NHS and social care sector workers only. Proof of employment and details of shift pattern will need to be provided by successful applicants to enable placements to be confirmed. (Consideration will also be given to staff who are required to deliver the childcare and summer activity programme).

The childcare / summer activity programme will be offered at seven settings :-

  • Darran Park Primary School
  • Hawthorn Primary School / Hawthorn High School
  • Penywaun Primary School
  • Porth Community School
  • Ynysboeth Community Primary School
  • YGG Tonyrefail
  • Ysgol Hen Felin (Only for pupils who usually attend a special school)

Days / Times of childcare / summer activity programme provision

Childcare is provided from Monday to Friday between the hours of 9am and 3pm only.

Cancellation

If you wish to cancel your place you MUST e-mail schoolplanning@rctcbc.gov.uk

If you do not turn up for your allocated session, it will be assumed that you no longer require childcare provision and your place will be cancelled.

Transport 

Vulnerable learners  

Transport will not be provided unless there are exceptional circumstances and the level of assessed risk and need from a social care perspective is such that this is deemed to be essential for engagement and access. 

Special School pupils                              

Transport will not be provided unless there are exceptional circumstances and the level of assessed risk and need from a social care perspective is such that this is deemed to be essential for engagement and access. 

NHS/Social Care Sector workers

Transport will not be provided.  Parents / carers will be responsible for the drop off and collection of their children.

Meals

Pupils entitled to Free School Meals will be provided with a breakfast and packed lunch at the setting. 

All other attendees must make their own breakfast arrangements and bring a packed lunch to the setting with them. 

No food will be available for purchase at the setting.

Please Note: These arrangements are under constant review and are subject to change due to staffing issues and resources. Whilst every effort will be made to maintain these arrangements, some changes may have to be made, often at short notice.

Childcare provision for children aged 0-4

If you are a key / essential worker with a child / children aged 0-4 years , please complete this form to request support with your childcare arrangements. 

Support for children aged 0-4 years is only available for key / essential workers whose normal caring arrangements have broken down (i.e. family/friends no longer able to support) or if their working hours have increased / changed.

Please note - The Coronavirus Childcare Assistance Scheme (C-CAS) will close for parent applications on Sunday, July 12.  No applications will be accepted after this date, except for:

  • School based staff who can apply at any point up to the end of the summer term
  • Referrals for vulnerable children can continue to be made until the scheme ends

All childcare places are strictly subject to availability.
