Keeping Rhondda Cynon Taf clean, safe and welcoming is something we can all play a part in.
Whether it's putting litter in a bin, recycling at home, picking up after your dog, reporting fly-tipping or joining a local litter pick, every action helps make a difference. The Keep it TIDY RCT campaign brings together the Council, residents, businesses, schools and community groups to help create a clean, green and TIDY neighbourhood for everyone across the County Borough.
The Keep it TIDY RCT campaign, is a major initiative aimed at tackling littering, dog fouling, fly-tipping and other environmental issues that affect local communities. The campaign will encourage everyone to take pride and love where they live, celebrate the positive actions of responsible residents and reinforce the message that keeping Rhondda Cynon Taf clean and TIDY is a shared responsibility.
Litter
Litter isn’t just unsightly, it can be harmful to wildlife and have a huge impact on the mental health of the people who have to see it every day. It really is a simple task to use a bin or take your litter home to dispose of your items. It’s about being responsible and loving where we live, our outdoor spaces are for everyone to enjoy and its often the minority that spoil it. Lets Keep It TIDY RCT.

Public Litter Bins
Unfortunately, a small minority continue to place household rubbish into public litter bins or leave bags of waste alongside them when bins become full. This misuse quickly fills bins that are intended for on the go litter e.g. drinks cans, sandwich wrappers, crisp packets and other small items of litter generated while people are out and about. Once bins are full, more waste is often left next to them, creating unsightly fly-tipping and litter hotspots in local communities. Public litter bins are not designed to accommodate household waste and should never be used as an alternative to household recycling and waste collections.
A Public Litter Bin Is Not A Household Waste Bin!
Public litter bins are intended for:
- Drinks cans
- Plastic bottles
- Sandwich wrappers
- Crisp packets
- Small items of on-the-go litter
They are NOT intended for:
- Black bags
- Household waste
- Food waste caddies
- Large amounts of commercial waste
- Bulky items
When household waste is placed in public bins, they fill up quickly and overflow, preventing residents and visitors from using them properly.
Leaving Bags Beside a Bin Is Fly-Tipping and may result in enforcement action!
If a public litter bin is full:
- Report it
- Find another litter bin
- Take your waste home
- Do not leave rubbish next to it

Public litter bins are for small items of on-the-go waste. If a bin is full, damaged or vandalised, please report it using the number displayed on the bin sticker.
Fly-Tipping
Rhondda Cynon Taf (RCT) Council continues to take fly-tipping very seriously.
Out of 69 court prosecutions across Wales, 18 were carried out in RCT because of the work of Rhondda Cynon Taf Council's Enforcement Officers!
If you fly-tip in this County Borough, they will leave no stone unturned and will always take court action when necessary!
Fly-tipping blights communities and costs everyone. If you see dumped rubbish, furniture, white goods, tyres or waste bags, report it to us.
Irresponisble Dog Owners
We have lots of responsible dog owners across RCT and we know that they won’t need any reminding – but there are still a few out there that may need a gentle, clear reminder to bag it and bin it and to not let their dogs walk on pitches.
In October 2017, RCT Council was one of the first Local Authorities to introduce strict rules in terms of dog controls, when it put in place a Public Space and Protection Order (PSPO). Following public consultation in 2020, 2023 and 2026 these controls were then extended for a further NINE years and the rules will remain in place until at least 2029.

Enforcement
Most people do the right thing.
Unfortunately, a small minority continue to litter, fly-tip, allow dog fouling or misuse public litter bins.
RCT has a strong track record of taking action against environmental crime and will continue to investigate incidents and issue Fixed Penalty Notices where appropriate.
