Rhondda Cynon Taf’s Local Housing Strategy sets out the housing issues and priorities for the County Borough and provides a strategic direction for housing across all tenures. The Strategy was developed by the Council in partnership with housing providers, key stakeholders and the local community. It represents a shared understanding of housing issues.

The overarching vision of Rhondda Cynon Taf’s Local housing Strategy is:

‘To enable a local housing market that responds effectively to the housing needs and aspirations of all sections of our society while promoting health and well-being, without compromising the needs of future generations.’

Housing Matters was adopted in December 2007, following the transfer of the housing stock, and is based around 6 strategic aims and 25 related strategic objectives.A number of sub strategies also feed into Housing Matters; including the Affordable Warmth Strategy, the Affordable Housing Delivery Statement, the Supporting People Operational Plan and the Private Sector Renewal Policy.

The Strategy is a dynamic working document that is capable of responding to ever changing economic and social climates and a fast paced policy environment.

The Operational Plan and Quarterly Monitoring Reports

To facilitate such responsiveness, Housing Matters is underpinned by an Operational Plan. This is updated annually to meet current service requirements and market conditions.

The 2010-2011 Plan contains a number of SMART (Specific, Measurable, Achievable, Realistic and Time-related) actions that have been agreed by the Council and its partners through the Local Housing Partnership. To monitor progress against these actions, each responsible organisation, working group or forum is asked to complete a monitoring proforma every quarter. This ensures that any progress made and/or any barriers to effective delivery are recorded.
