The Council is the principal debating forum for major policy issues of significance to the Council and the people of Rhondda Cynon Taf. At Council meetings, elected Members decide the Council’s overall policy framework, set the budget each year and appoint the various Committees and Panels.
The Council’s Constitution sets out how the Council operates, how decisions are made and the procedures followed to ensure that these are efficient, transparent and accountable to local people.
“Open Government” sessions take place at Council meetings that allow for members of the public to put forward questions to Elected Members and also to make a presentation on a matter for which the Council has responsibility.

Appeals/Employee Appeals/Chief Officer Appeals Committee
Appeals/Employee Appeals/Chief Officer Appeals Committee:
- hears and determines grievance, disciplinary, capability, redundancy or other dismissal appeals within the Council.
- hears and determines grievance, disciplinary, culpability, redundancy or other dismissal appeals within the Council’s procedures in respect of staff employed on Joint Negotiating Committee for Chief Officers of Local Authorities terms and conditions of employment.
- It also hears any other appeal against a decision made or on behalf of the Council.
The Appointments Committee recommends to Council the appointment of the Head of Paid Service and Chief Officers and appoints Officers at Divisional Director level.
Assists the Council in discharging its responsibility for ensuring financial probity, without taking any action which might prejudice it.
Development Control Committee
The Development Control Committee meet regularly to determine applications for planning permission and consider matters relating to the preservation of trees and hedgerows and planning enforcement.

Discharges the functions of the Council in relation to the grant, refusal, issue, revocation, cancellation and suspension of licenses.
Powers to exercise any of the Licensing functions under Part 2 of the Licensing Act 2003 are delegated to Sub-Committees comprising of any three members of the Licensing Committee.
Local Education Authority Governors (Appointments) Committee
Exercises the function of the Local Education Authority in respect of the appointment/removal of any permanent or temporary school governors.
Standards Committee is responsible for promoting and maintaining high standards of conduct by County Borough Councillors, Community Councillors, co-opted Members and Church and Parent Governor representatives.
Voluntary Early Retirement / Redundancy
Considers and determines applications from employees for voluntary early retirement/redundancy.
