As the Council conducts an important review into this essential service, residents in the Taf area may notice differences in their Refuse & Food Recycling collections in the coming weeks. The review is focused solely on Refuse & Food Recycling and does not affect recycling in any way.
A four-week pilot has been launched across the Taf area to review refuse collection to ensure convenient, weekly kerbside collections continue with the best possible outcomes for the taxpayer.
As a result, residents may notice their refuse is not collected on the set day. However, teams of staff continue to work every day and on evenings and weekends where necessary to ensure it is collected as soon as possible.
In the meantime, residents are urged to continue leaving their refuse out for collection on the set day and to be reassured it will be collected by the Council.
At the end of the four weeks, the review will move to the Rhondda and Cynon areas, enabling a full evaluation to be undertaken on refuse collection and how it can continue as it is now, but in the most effective manner possible.
We inherited several different waste collection systems when the borough councils of Rhondda, Cynon Valley, and Taff Ely were amalgamated in 1996. The Cynon Valley and Taff Ely councils previously supplied wheelbins to be used for refuse collection but in the Rhondda area refuse was collected in black refuse sacks.
The mixture of bag and bin collections has continued into the new authority.
Wheelbins have never been provided in the Rhondda area as many parts are unsuitable for wheelbin collections. In many cases, houses either have no front garden and open onto the pavement or have steps up to the front door.
We carry out weekly collections for household waste and most collections are made from the kerbside at the front of properties. There are at least some rear lane collections in most areas. We will provide assistance by collecting from within gardens or driveways in the case of the elderly, infirm or disabled and this service is carried out on request.
We mainly use narrow-bodied refuse vehicles as many of the valley streets are narrow or have restricted width due to extensive on-street parking. These vehicles are also suitable for use in many rear lanes although there is a particular problem with the poor state of some unadopted* lanes.
We have to use smaller vehicles to collect from farms and other outlying properties because of access problems. We only have a few of these small vehicles as they are unsuitable for normal street collection work involving large numbers of properties.

There may be rare occasions when your refuse is collected on a different day. This may happen around the Christmas period, for example. Changes may also be necessary if there is a disruption in your area due to external activities such as roadworks or major building works. We collect refuse in large vehicles so obstructions caused by parked cars, skips etc can also make it difficult for us to get into your street to collect your refuse.
We will do our best to inform you of any temporary changes to your collection day. In the case of Christmas where changes can be planned, information will be put into the local newspapers. Posters with the relevant information will also be displayed in your local library and in Council Offices.

We provide a kerbside collection service for household waste. This means that, in most cases, we will collect bins or bags from the kerb outside the front of your house. Historically, in some areas, we have also collected bins or bags from rear lanes and will continue to do so if there is good access and the lanes are in a good condition.
Please ensure that you place your bins or bags where we can easily see them.
If you have arranged a special collection for bulky household items you should leave these items at the household waste collection point (the place you put your bins or bags).
We are currently reviewing our collection methods following health and safety advice and have already amended collections in some areas.

Please note:

We only issue wheelbins to properties in the Cynon Valley and Taff Ely areas. Black bag collections are carried out in the Rhondda Valleys.

Each wheelbin is allocated to a property and should be left at that property if you move to another place.

No-one should have or be using more than one wheelbin at any time.
During Bank Holiday and Christmas Periods the way in which your waste is collected will be affected.
