Parking fines may be payable where a vehicle is parked in a marked bay without a permit/ticket or outside a marked bay (on yellow lines etc.). The council will issue a ticket for an illegally parked vehicle which will advise the owner how to pay the required fine or appeal against the ticket.
Payment of Excess Charge Notices can be made in the following ways: -
Payment by Post
Cheques, money or postal orders should be made payable to Rhondda Cynon Taf and crossed 'Account Payee', with the number of the Excess Charge Notice on the reverse. If paying by cheque please put your bankers card number on the reverse.

Payment in Person
Complete the form at the bottom of the Excess Charge Notice (on the Reverse side) and take your payment to one of the Council’s One4All Centres, which are located at Ty Sardis, Pontypridd, Ty Bronwydd, Porth, Rock Grounds, Aberdare, Treorchy Library, Treorchy and Mountain Ash Library, Mountain Ash. Payment can be made via cash, cheque, debit or credit card.
Payment by Debit or Credit Card
Payments by Debit or Credit Card can be made via the telephone. Please call 01443 425001 and state that you wish to pay an Excess Charge Notice. You will be asked for the Excess Charge Notice number when making the payment, so please have it to hand.
The council will only issue parking fines for offences that occur within the council’s public car parks.
Parking tickets issued for ‘On Street’ offences such as parking on double yellow lines are usually issued by the Traffic Wardens of South Wales Police.

The main offences for which a parking ticket would be issued by the council are:-

Parking without displaying a valid ticket or permit.

Parking for longer than paid for.

Parking other than in a marked bay.

Parking in a way as to occupy more than one parking bay.

Parking in a disabled bay without displaying a disabled badge.

Parking using a ticket transferred from another vehicle.

Parking in breach of the councils parking regulations
A copy of the council’s parking regulations may be inspected at the One4All centres at Pontypridd and Aberdare.
Apart from Excess Charge Notices issued for overstay offences (parked for longer than paid for), the cost of an Excess Charge Notice is £50 and must be paid within 28 days of issue. If payment is made within 14 days of issue the charge is reduced to £25.
For overstay offences (parked for longer than paid for), a reduced charge of £1.20 per hour or part hour is payable. Payment can be made at a ticket machine in the car park before leaving the car park. A leaflet detailing this is enclosed with the Excess Charge Notice. All tickets including the overstay payment ticket(s) and original ticket(s) must then be forwarded to the council, along with a copy of the Excess Charge Notice, in the return envelope included with the Excess Charge Notice.
If these additional tickets are not purchased before leaving the car park then a charge of £1.10 per hour or part hour is payable up to the end of the charging day. The end of the charging period is 6pm.
E.g. If you are parked and your ticket expires at 14:32 and you return to your vehicle at 16:15, then a charge of £2.40 is payable at the machine, before leaving the car park. If you leave the car park without purchasing additional tickets then the charge is £1.20 per hour or part hour till the end of the charging day, so the charge is £4.80.
If the reduced charge is not paid within 14 days then the cost of the overstay becomes £50 payable within 28 days.
