What is flytipping?

The flytipping of waste is a serious criminal offence which normally carries a fine of up to £20,000. An unlimited fine may be imposed if an incident is dealt with by the Crown Court and in addition offenders can be given prison sentences. It is also an offence to permit flytipping.

Flytipping is often associated with the dumping of waste from vehicles. In this case the person controlling the vehicle can be prosecuted. It is also possible for a prosecution to take place when a vehicle can be identified even if the driver cannot.

The Police have the powers to seize vehicles that have been used for flytipping.

How does the Council deal with flytipping

We have a rapid response team to remove flytipping but we also look to prosecute anyone caught flytipping waste.  During 2009/10, we removed 4033 fly tips and 95.2% of these were removed within 5 working days.

What should I do if I discover waste that has been flytipped?

Do not touch the waste. Flytipped waste can be dangerous and may contain sharp objects or chemicals.

Visually inspect the waste and estimate the quantity and type of material.

Take note of its exact location including whether it is in or near water.

Do not disturb the site, there may be evidence that could identify the culprits and lead to their prosecution.

When you contact us, please give us as much information as possible including the following ...

  • Where has the waste been dumped?
  • Is it on waste ground, down a lane, in a back alley etc.
  • Is there a landmark nearby to help us locate the waste?
  • What is the waste?
  • How much waste is there?
  • What type of material is it?
  • Did you see who did it?

If you saw the people who produced the fly tipping please give us the following information ...

  • When did you witness the incident?
  • What day, date and time did you see the flytipping take place?
  • What did you see?
  • How many people were involved?
  • Can you describe them?
  • What were they doing?
  • Did they use any vehicles?
  • What was the colour, make and registration number?
  • Was there a company name or any other writing on any of the vehicles?
  • Where were you?
  • How close were you?
  • How good a view did you have?
  • What was the weather?
  • How light was it?
