The Communities for Work Plus (CfW+) and Legacy Welsh Government Grant Funded Privacy Notices

The Council provides services for local communities and the people who live in them.  Undertaking this work means that we must collect and use information about the people we provide services to and keep a record of those services. Because we collect and use personal information about individuals we must make sure that they know what we intend to do with their information and who it may be shared with. 

We have summarised in this privacy notice some of the key ways in which we use your personal information for the Communities for Work Plus and Legacy grant funded programmes purposes. This information should be read in conjunction with the Council’s corporate privacy notice

1.    Who we are, what we do.

The CfW+ and Legacy programmes are Welsh Government grant funded programmes. CfW+ provides training opportunities and employment support to residents across Rhondda Cynon Taff.  

The Legacy programme supports the continued delivery of some Communities First activities and provides engagement opportunities for residents in their local communities. 

2.    What and whose personal information we hold?

We hold information about the individuals that refer into our service and register to take part in the activities that we deliver for both grant funded programmes.  

The types of information we hold and process will typically include:

  • Contact information, including name, address, telephone numbers and email address.
  • Identifying details, including date of birth and national insurance number.
  • Individual personal circumstances including benefit position, employment experience and level of educational attainment, personal goals and barriers to employment.
  • Equal opportunities information (anonymous and optional)
  • Language preference
  • Attendances at activities
  • Individuals progression and achievements following support

3.    Where does the service get my information from?

The source(s) of personal information includes:

  1. Information that is provided directly by participants of the programmes who complete registration forms prior to receiving support or attending activities. 

  2. Information provided by voluntary sector partners who deliver activities on our behalf where again participants complete registration forms prior to receiving support or attending activities.  These organisations include:  Hirwaun YMCA, Your Future Training, Glyncoch Community Regeneration Ltd., Gilfach Goch Community Association, Fern Partnership, Valleys Kids, Blaenllechau and Fernhill Youth Projects.

  3. Information provided by other departments in the Council where participants require employment support or to access programme activities e.g. Resilient Families service, Social Services, Employment Education Training Team

  4. Information provided by partners and other organisations e.g. referrals from Cwm Taf Health Board, Housing Associations, other employment support programmes including Communities for Work, Job Centres, Parents Childcare and Employment (PACE).

  5. Information provided by other departments in the Council who support the delivery of the programmes including e.g. Adult Education and Leisure Services.

  6. Information that is provided directly by participants of the programmes and services when completing feedback and evaluation questionnaires.

4.    What we will do with your personal information?

Personal information is used to tailor support to participants of the programme and allows us to provide information on what support and activities are available.  

We may also make referrals to other trusted partner organisations (outside of the programme) on an individual’s behalf.  Any such referral will require the consent of the individual. 

Any information we receive in feedback and evaluation questionnaires will be used to improve the programmes and services provided and the service as a whole.

5.    What is the legal basis for the use of this information?

Data Protection law says that we are allowed to use and share personal information only where we have a proper and lawful reason for doing so. 

Our lawful basis for processing this information in relation to the Communities for Work+ programmes is to undertake our official Council duties and to satisfy our legal obligations.  

6.    Does the service share my personal information with any other organisation?

We share information with: 

  • Voluntary sector partners who deliver activities. These organisations may include:  Hirwaun YMCA, Your Future Training, Glyncoch Community Regeneration Ltd., Gilfach Goch Community Association, Fern Partnership, Valleys Kids, Blaenllechau and Fernhill Youth Projects.

  • Other Council services that support the delivery of the programmes including  e.g. Adult Education and Leisure Services.

  • Trusted partners and other organisations e.g. referrals from Cwm Taf Health Board, Housing Associations, other employment support programmes including Communities for Work, Job Centres, Parents Childcare and Employment (PACE).

  • Employers or training providers to confirm and evidence progress or achievements for reporting purposes e.g. if you have gained a qualification from attending one of our training courses or entered a work placement or employment. 

  • From time to time we may also make referrals and share personal information with other trusted service providers or organisations so that they can provide you with advice and/or support not available through our programmes. This will be done with your consent which will be requested when you register onto our programmes. 

7.    How long will my information be kept?

We will only keep your personal information for as long as we need to administer the grant fund and evidence reported figures to the Welsh Government and within the Council. 

Welsh Government usually tells us how long we need to keep the information for. This varies depending on the grant awarded.

8.    Your information, your rights

The General Data Protection Regulation (GDPR) gives you important rights, including the right to access the personal information the services hold about you.
