Residents, developers and landowners are reminded that the first stage of the process to revise and replace the current Local Development Plan will soon end – with the Call for Candidate Sites closing at the end of the month.
The Council is working towards producing a Revised Local Development Plan (RLDP) (2020-2030), which will be adopted in 2024 in order to replace the current Local Development Plan (LDP) (2006-2021). An initial phase towards delivering the RLDP – a Call for Candidate Sites – got underway during October 2020, and will be closing on Wednesday, March 31 (2021).
The LDP is a statutory land use planning document which sets out a vision for the County Borough and allocates land for development such as housing, employment, retail and tourism. It also has policies to protect the environment and increase public green space, and will seek to reduce carbon emissions – while encouraging appropriate renewable energy production. The LDP plays a leading role in determining decisions on planning applications to the Council.
The process of revising the LDP will follow several formal stages, and further information for residents can be found on the Council’s website here. The Call for Candidate sites invites land or buildings for consideration, to be submitted into the RLDP. If appropriate, each site will be allocated in the Plan – meaning that, in principle, they are acceptable for development or use.
Sites can be submitted by any resident, including private landowners and developers, and can be put forward for a range of uses. There is still time to make a submission before the deadline on March 31. In-depth guidance has been prepared to assist with this process – which is available here.
The next landmark of the process will be the publication of a Candidate Sites Register, which will be presented for the public’s comments alongside a ‘Preferred Strategy’ for the RLDP – anticipated to take place in November 2021. A draft RLDP will then be produced and consulted upon in 2022, before being considered by an independent Planning Inspector in 2023.
Councillor Robert Bevan, Rhondda Cynon Taf Council’s Cabinet Member for Enterprise, Development and Housing, said: “The Council is reminding members of the public that the Call for Candidate Sites, which is the first stage of the process of adopting a Revised Local Development Plan during 2024, is coming to an end soon. Anyone interested in putting a site forward for consideration must do so before the deadline on March 31, and this process can be completed within a dedicated section of the Council’s website.
“The Local Development Plan is an important document, which allocates land within Rhondda Cynon Taf for development and, ultimately, it will be a key consideration in the determination of all planning applications over the next 10 years. It therefore plays a role in wider issues such as housing, employment and retail, while it also takes into consideration other factors such as climate change and protecting areas highlighted as being of ecological importance.
“Consulting and engaging stakeholders and the wider public will be a principal consideration right through the process. When the Call for Candidate Sites started in October, we urged local residents to take part in the LDP process as they are the people who know their communities best. Following the deadline, the Council will work towards collating all sites which have been submitted for inclusion in the RLDP, into a register which will be made available for public inspection during a further engagement process later this year.”
