Access to CCTV footage under Section 29 (1) (exemption) of the Data Protection Act 1998 is discretionary but may be allowed if the disclosure is in connection with:
a) The prevention or detection of crime,
b) The apprehension or prosecution of offenders, or
c) The assessment or collection of any tax or duty
Whilst the Section 29 exemption applies to the purpose for which the request is being made, not the type of organisation making the request, most commonly such requests are made by Police for crime detection and prevention purposes or other government / partner agencies for the assessment of collection of tax/duty.
