Housing Allocation Scheme

On behalf of RCTCBC and its Housing association partners I would like to invite you to take part in a Consultation on our Housing Allocation Scheme. Rhondda Cynon Taf CBC has statutory obligations in relation to the publication of a Housing Allocation Scheme and for ensuring equality of access to social housing for all people with a housing need. 

In RCT, since 2002, the Council’s Housing Allocation Scheme has been delivered in partnership with local Housing Associations. These Housing Associations are Cynon Taf Community Housing Group, Hafod Housing Association, Newydd Housing Association, Rhondda Housing Association, Trivallis and Wales and West Housing Association.  

Rhondda Cynon Taf’s current Housing Allocation Scheme was introduced in 2014. Over the last six months the Council and its Housing Association partners have been reviewing the Scheme.

The main reasons for this review are:

1. To make sure that the Scheme is in line with the Welsh Government’s Code of Guidance for Local Authorities on the Allocation of Accommodation and Homelessness (2016).

2. It is best practice to review Housing Allocation Schemes every few years to ensure compliance with the law and good practice and that the scheme is addressing housing need effectively.

3. To ensure that the affordability of accommodation is considered when people apply for social housing           

4. To ensure that the housing stock in RCT is used in the most effective way.

The changes proposed to the current Scheme following this review are summarised in the attached Consultation leaflet and we would like to hear your views on these proposals. The current Housing Allocation Scheme (2014) is also attached. We would especially like to hear your views on whether the proposed changes might be likely to have a negative impact for any particular groups of people. The consultation is open until 23rd March 2018.

Your answers to the questions contained in the survey will be used to help shape the changes and will be treated in confidence. It is anticipated that the new Housing Allocation Scheme will be introduced in Spring 2018 following this consultation.
