Local Development Plan 2006 - 2021

The Local Development Plan (LDP) is a land use document which sets out how the County Borough will be developed over 15 years. Some areas will be identified for new development whilst other areas will be protected. The LDP will also contain detailed policies which will control the form of new development and setting out what new development should look like.

The Local Development Plan is very different from previous development plan systems. There are key differences which include a greater emphasis on community involvement, the development of locally distinct policies and ensuring the production of a sound plan.

The LDP will be in place for fifteen years, from 2006 to 2021 and will provide the basis for determining planning applications.

Examination of LDP

As part of the LDP preparation process, the Deposit Draft LDP was subject to independent examination by a Planning Inspector appointed by the Welsh Ministers. The Council submitted the Plan for examination on 28 January 2010. Examination hearings were held between 11 May and 16 September 2010. The Inspector's report, dated 7 February 2011, concludes that the LDP (with his recommended changes) is sound. View the Inspector's report.

Adoption of LDP

On the 2nd March 2011 the Council resolved to adopt the ‘Rhondda Cynon Taf County Borough Local Development Plan’ (LDP). This means that the LDP is now operational and supersedes previous development plans approved or adopted by Rhondda Cynon Taf County Borough Council or its predecessor authorities.
Copies of the Adopted Rhondda Cynon Taf County Borough Local Development Plan (up to 2021); Report on the Examination into the Rhondda Cynon Taf County Borough Local Development Plan up to 2021; Sustainability Appraisal Report (incorporating the Environmental Report); Consultation Report; and Adoption Statement are available for inspection free of charge at the Council Offices at Sardis Road, Pontypridd and at all Public Libraries and One for All Centres within the County Borough during their opening hours and can be viewed in the Council's Evidence Base.
