The Scheme will provide a 1.5km long, 2-way, dual carriageway along the A4119 Coedely between the South Wales Fire Service HQ Roundabout and Coedely Roundabout. This will replace the existing 2-way single carriageway between the South Wales Fire Service HQ Roundabout and Coedely Roundabout. A 3 metre wide shared community route will follow the A4119 Coedely along the west of the carriageway connecting the Llantrisant Business Park roundabout to the existing cyclepath which comes out at the Coedely Roundabout.
An active travel bridge is to be installed south of the Coedely Roundabout to allow pedestrians and cyclists to cross from the new shared community route into Coedely. The foot-bridge and shared use path will support the walking and cycling to work for local employees of the new development in Coedely and reduce car dependency. There are no public rights of way affected by the Scheme.
The carriageway on the existing road-bridge north of the Coedely Roundabout will be widened to allow a 2-lane merge off the roundabout to the Design Manual for Roads and Bridges standards.
Next Stage – Compulsory Purchase – Confirming the Order
The Compulsory Purchase Order was submitted to The Planning Inspectorate for confirmation on 16th December 2020. On 2nd March 2021 The Planning Inspectorate advised that a number of objections had been received and unless these are withdrawn the Welsh Ministers propose to hold a public local inquiry into the Order. The Council were required to submit a Statement of Case containing full particulars of the case that they wished to put forward at the inquiry. The Statement of Case was submitted to The Planning Inspectorate on 13th April 2021. Following discussions with land owners all objections to the Order were removed and as a result there was no requirement for a public inquiry to take place. On 28th March 2022 the Welsh Government wrote to the Council authorising the Council to confirm the CPO. On the 14th April 2022 the Council confirmed the CPO and the confirmation notice was published in the Western Mail on 11th May 2022.

The Rhondda Cynon Taf County Borough Council (Stopping Up of Private Means of Access to Premises at A4119 Coedely Dualling) Order 2020 (the PMA Order”) was made on 24 November 2020.
The effect of the PMA Order is to stop up private means of access to premises adjoining and adjacent to the A4119, which will be affected by the Dualling of the A4119.
No objections were received during the period allowed for the receipt of objections. The PMA Order was confirmed by the Council on 14 April 2022. Notice of confirmation of the PMA Order will be published in the Western Mail on 11th May 2022.
