Work will soon begin to undertake road and pedestrian access improvements on the A4119 at Mwyndy, north of the Castell Mynach junction – with traffic management needed to ensure the safety of motorists and the workforce.
The Council is advising of the upcoming scheme, which will focus on the section of A4119 around the School Road junction (turn off towards Miskin). The scheme is essential as part of Taylor Wimpey’s development at Cefn yr Hendy, to deliver highway work that will improve road and pedestrian safety.
The scheme will provide improvements to local pedestrian routes – including installing new traffic signal-controlled crossing points across the A4119. It will also upgrade shared cycle and footways, improve drainage infrastructure, reduce the width of the existing central reservations, widen the carriageway, complete road lining, upgrade the street lighting, and install new signage.
The scheme begins on Sunday, April 21, with an initial overnight road closure to set up the required traffic management. This will allow the main work to be undertaken while maintaining two-way traffic flow on the A4119. Full details of this initial one-night road closure are included at the bottom of this update.
Then, from Monday, April 22, extensive traffic management will be in place – to ensure the safety of the workforce, motorists and pedestrians.
Narrow carriageway lanes will be in use, along with a temporary 30mph speed limit through the work site, between Talbot Green Roundabout and School Road (Corner Park garage). Temporary pedestrian crossing points and footways will also be employed, and will be clearly signposted.
The A4119-Heol Miskin junction will also need to close – an alternative route will be via Ffordd Cefn-yr-Hendy, School Road and the A4119. Access will not be maintained for emergency services, but will be maintained for pedestrians. Cyclists should dismount and use the pedestrian access. Horan Construction Ltd has been appointed as the contractor to deliver the scheme on site, which is anticipated to be completed in August 2024.

Overnight road closure for site set-up – Sunday, April 21
An initial night-time road closure is required at the start of the scheme to establish the traffic management on the A4119, between Talbot Green Roundabout and School Road (Corner Park garage). The closure will be between 8pm on Sunday, April 21, and 5am on Monday, April 22.
An alternative route for motorists will be clearly signposted via M4 Junction 34, M4, M4 Junction 32, A470, Upper Boat Roundabout, Tonteg Road and A473 Church Village Bypass. Access will not be maintained for emergency services, but will be maintained for pedestrians and to all premises. Cyclists should dismount and use the pedestrian access.
