On the 1st April 2019, the Welsh Government introduced a new relief from council tax for a certain category of individuals, those being persons who have left a ‘Care’ environment.
A person may be exempt from having to pay council tax or receive a 25% disregard reduction where he or she is one of two adults resident at the property if;
- The care leaver is aged 24 or under and,
- Is a category 3 young person as defined by section 104 of the Social Services and Well-being Act 204(5).

Complete and sign the form and then take it to your ‘Personal Advisor’ or the organisation involved in assisting you. They must complete and sign ‘Section 2’ of the form in order for you to qualify. If ‘Section 2’ is not completed and signed, you will not be awarded any reduction in your council tax charge, irrespective of whether you meet the two criteria outlined above.
The signed form will then need to be forwarded to the council. You can do this by either sending directly to the council office address outlined on the form or by making an appointment to take it to your nearest ‘one4aLL’ service here.
