Significant cognitive impairment discount or reduction - Council Tax

If you or a person at your property has a significant cognitive impairment, you can apply for a council tax exemption or discount.

How it works

Your reduction is based on your who you live with. 

  • If you are living alone or only with others who have a significant cognitive impairment, you will be exempt from paying Council Tax.
  • If you live with one adult who pays council tax, your household will receive a 25% discount.

You cannot receive a discount or exemption If you live with 2 or more adults who are eligible to pay council tax.

Who it is for (eligibility)

You are eligible if the person has:

  • a diagnosis of Significant Cognitive Impairment
  • a qualifying benefit.

Significant cognitive impairment

A person has a significant cognitive impairment if they have permanent condition that impacts the brain’s ability to function and has a significant impact on their daily life.  Conditions that may cause or lead to a significant cognitive impairment include:

  • Alzheimers
  • Parkinson’s disease
  • Severe learning difficulties
  • Stroke

The person must be diagnosed as having a significant cognitive impairment by a doctor.

Qualifying benefit

The person must receive one of the following benefits:

  • Incapacity Benefit
  • Attendance Allowance
  • Severe Disablement Allowance
  • Disability Living Allowance (higher or middle rate care component)
  • An increase in disablement pension (as constant attendance is needed)
  • Disability Working Allowance
  • Income Support (which must include a disability premium)
  • Unemployability Supplement or Allowance
  • Constant Attendance Allowance
  • Personal Independence Payment (standard or enhanced rate of the daily living component) 
  • Armed Forces Independence Payment
  • Universal Credit (in circumstances where a person has a limited capability for work)

Apply

You will need to:

  1. Download and print the Significant cognitive impairment discount or reduction form.
    or
    Call our contact centre on 01443 425002 to request an application to be posted to you.
  2. Complete and sign parts the form.
  3. Take the form to a doctor or medical practitioner and have them complete part C of the form and return it to you.
  4. Send the completed form to us at:

    Or return it to us in person by booking a One4All appointment.

Note: GPs should not charge for the diagnosis or completion of the form. British Medical Association, The National Health Service (General Medical Services Contracts) Regulations 2004 (Regulation 21(1) and Schedule 4).

You must continue to pay your current Council Tax bill while the outcome of your application is decided.

Change of circumstances
