Parking - Pay a Parking Fine

Rhondda Cynon Taf Council and Merthyr Tydfil Council are the founding members of the South Wales Parking (SWPG) and both operate similar Civil Parking Enforcement schemes within their respective County Boroughs to tackle problem parking.

SWPG supports these enforcement operations by dealing with all payments, challenges and representations and undertaking the processing of all Penalty Charge Notices that are issued by both Councils.

Pay a parking fine (PCN)

A PCN can be paid in the following ways:

Payments will be taken through the external SWPG website.

Rhondda Cynon Taf Council and Merthyr Tydfil Council have adopted complementary policies to ensure consistency of enforcement throughout the SWPG area.

Through fair and consistent parking enforcement, the Council aims to improve:

  • traffic flow
  • road safety
  • public transport reliability and journey times
  • access for emergency vehicles and delivery vehicles
  • conditions for pedestrians, cyclists and the disabled community
  • the general environment

Civil parking enforcement encompasses all off-street car parks currently managed by the Council, as well as on-street traffic regulation order lines and signs – e.g. double-yellow lines, residential parking bays, school clearways (zig-zag markings), etc.

Penalty Charge Notices (PCNs) will be issued by the Council’s Civil Enforcement Officers to drivers who thoughtlessly park their vehicles in breach of car park regulations and traffic regulations.

As part of the introduction of Civil Parking Enforcement, a review of all existing Traffic Regulations was carried out and a variation order has been made to reflect any amendments that were identified.

All Traffic Regulation Orders (TROs) have now been combined into one - a Consolidation Order.

Issues such as footway parking, driveway obstructions and all moving traffic offences remain under the jurisdiction of the South Wales Police.
