Rhondda Cynon Taf County Borough Council are preparing a Revised Local Development Plan for the period 2022 - 2037. This process formally began in April 2022. This will replace the current LDP for Rhondda Cynon Taf (2006 – 2021). The current LDP will remain in force until the Revised LDP is adopted. An LDP provides the County Borough with an overarching land-use and development strategy, along with a policy framework and site specific allocations for a range of development types. The LDP, alongside National Plans and Policy, guide decisions on planning applications in Rhondda Cynon Taf.
A formal Review of the current LDP was considered necessary in 2019. The findings and considerations of this may be seen in the Council approved LDP (2006-2011) Review Report , November 2019. The primary conclusion of the Review Report was that it was necessary to begin preparation of a fully Revised LDP.
In September 2020, formal preparation began of an initial Revision of the LDP which would have been for the Plan Period 2020 – 2030. It was decided in March 2022 to cease all work on this Revised LDP.
At the same time in March 2022, it was decided to begin this new Revised LDP for the Plan Period 2022 – 2037. A Delivery Agreement was prepared for this new Revised LDP.
This Delivery Agreement sets out a Timetable for the preparation stages of the new Revised LDP and the Community Involvement Scheme (CIS) indicating how we will engage with people in the process. Further information on the Delivery Agreement can be found here.
Following this comprehensive preparation process, it is intended that there will be a revised strategy, suite of policies and allocations to form the final Revised LDP. This will cover a breadth of development areas and address Rhondda Cynon Taf specific matters. It is expected that these policies and site allocations would be associated with housing, commercial and industrial developments, alongside tourism, highways, minerals and waste proposals (amongst others). The Revised LDP will also seek to protect the unique built and natural assets of the County Borough, such as our most important buildings and structures, landscapes, ecology and our greenspaces; all incorporating and encouraging a more sustainable and carbon considerate way of living
Once adopted, the Revised LDP will provide certainty to the communities of the County Borough regarding the location and type of developments coming forward. It will also ensure that the national planning principles of placemaking are at the heart of the decision-making process, reflecting the Well-being of Future Generations (Wales) Act 2015. The Revised LDP will also become the land use expression of the Rhondda Cynon Taf Corporate Plan and incorporate the principles and aims of the Cwm Taf Wellbeing Plan.
