What is the Business Improvement District (BID) levy?

The BID levy is a charge payable in respect of non-domestic properties in the Business Improvement District area of Pontypridd town centre. The first BID Levy demand notice will cover the billing period April 2026 to the end of March 2027.  An annual demand notice will be issued every March for the Period April to March until March 2031 when the final demand will cover the period April 2030 to the end of March 2031.  

What is Your Pontypridd LTD?

Your Pontypridd Business Improvement District (BID) Ltd is a non-local authority body and a private company, responsible for providing and managing the Business Improvement District services for Pontypridd town centre. The company was established as a result of the outcome of a BID ballot process in February 2016 and was recently voted back in following a successful third ballot in February 2026.

If your enquiry is about payment or the amount you are charged then you should contact Rhondda Cynon Taf County Borough Council. What is the council’s role in the BID?

By law, the council is the billing authority for any business improvement district in its area which means it is responsible for the collection of BID levies. The Council is not responsible for providing the BID services because these are delivered by the non-local authority body, Your Pontypridd Ltd.

Who has to pay the BID levy?

The person or organisation liable to pay the non-domestic rates for the property is liable to pay the BID levy. Where a property is occupied, this will be the occupier, for empty properties the person or organisation entitled to occupy the property is liable to pay. This will normally be the leaseholder or the owner.

Do the council and other public sector bodies pay the BID levy?

Yes. The council and the other public bodies must pay the levy on properties within the BID area for which they are liable to pay non-domestic rates.

Can I opt out of the BID?

No. The BID is legally binding on the non-domestic ratepayers in the Business Improvement District area, following the successful ballot outcome.

How much is collected in BID levies?

Approximately £80,000 per year is collectable through the levy. Please visit the website for further information at www.yourpontypridd.co.uk

What happens to the money collected through the levy?

The funds collected through the levy can only be used to pay for BID services and a percentage of the Council’s costs in collecting the levy. The Council holds the funds before making payment to the BID Body (Your Pontypridd Ltd) for it to pay for the services that are provided by the Company.

What do I get for my money?

OBJECTIVE ONE: CREATING AND MAINTAINING A SAFE PONTYPRIDD

  1. Work on campaigns and operations with the Local Policing Team and Community Wardens to tackle any anti-social behaviour and retail crime, creating a more welcoming environment for shoppers
  2. Continue our funding towards the RCT & Merthyr Business Crime Reduction Partnership to continue the Shopwatch and Pubwatch schemes, and provide access to levy payers for the Litorallis DISC app.
  3. Explore regular ‘Ask for Angela’ training for night-time economy businesses
  4. Increase the number of RadioNet users in an expanded BID area to improve communication between shops in the town centre and retail park.
  5. Requesting weekly updates from South Wales Police on what officers are working in town and their working hours
  6. Identify opportunities for better CCTV coverage in the BID area, targeting blind spots similar to the Bus Station CCTV project in our second term.
  7. Continue lobbying for re-location of the Probation and Hostel services currently in the town centre
  8. Continue lobbying for funding for stronger flood defences to help protect the most vulnerable streets and businesses in the BID area

OBJECTIVE TWO: A More Attractive Pontypridd

  1. Assist levy payers with applications for the Business Grants available from Rhondda Cynon Taf County Borough Council’s Regeneration team and Welsh Government.
  2. Continue working with Rhondda Cynon Taf County Borough Council to ensure that the baseline agreements are met and will, where required, assist in raising standards further, with regards to signage, litter, rapid response street cleaning, highway maintenance and graffiti removal across the BID area.
  3. Continue funding any permit fees payable by levy payers who want to apply to have street café furniture outside their premises, encouraging a food & drink culture in the town
  4. Lobby the local authority to allow scope for permanent seating/outdoor structures to be developed, with grant support to enhance the look and feel in the town and create a better experience for residents and visitors.
  5. Work closely with landlords and agents to identify funding to improve shop frontages and assist interested businesses. The BID has established itself as the main point of contact for any interested businesses/entrepreneurs seeking more information about property and opportunities in the town. Interested businesses and businesses established in the town who want to expand can arrange face to face meetings with the BID Manager to discuss options and support, this also helps reduce the number of vacant units in the town.
  6. Working with landlords and the local authorities to identify areas that can be ‘beautified’ through public art such as the Market Street Mural and partnership activities with University of South Wales Creative and Therapeutic Arts course.

 OBJECTIVE THREE: Promoting Pontypridd as a destination

  1. Design and install a new Pontypridd sign near the ‘Unity’ sculpture capturing the heavy traffic on the A470 and coming onto Broadway interchange
  2. Lobbying the local authority for free parking in car parks on Mondays and Tuesdays and reduce the maximum stay in short stay car parks to three hours to encourage more frequent use of spaces in the most convenient car park.
  3. Identify funding streams to help towards a new package of signage in the BID area, updating the currently outdated tourism signage at key sites in the town – bus station, train station, gas lane car park, Llys Cadwyn and review digital options.
  4. Identify areas for ‘Pontypridd Notice Boards’ to be installed for displaying information about regular events and activities in the town
  5. Adding new events at popular times of the year in addition to the annual Festive Town Takeover and working with the Pontypridd Creative Partnership to support other events in the town.
  6. Continue to build our social media reach (currently just shy of 10,000 followers on Facebook, 2800 followers on Instagram) and explore new channels such as YouTube, TikTok and establish a ‘What’s on in Pontypridd’ platform to promote all the town’s events, activities, art and culture.

 OBJECTIVE FOUR: Supporting Levy Payers

  1. Continue work with strategic partners to focus on current and future town centre regeneration.
  2. Represent businesses regarding any issues/concern that arise as a result of ongoing developments such as the Southern Gateway (former Marks and Spencer development) and liaise directly with the local authorities Prosperity and Regeneration teams to keep businesses up to date.
  3. Continue engagement with levy paying businesses via our BID Manager and Directors and in forums such as Pubwatch, Shopwatch, Pontypridd Neighbourhood Watch, and via regular email campaigns and via WhatsApp.
  4. Assisting eligible businesses to apply for Business Rates savings schemes in 2026/2027
  5. Continue to be the main point of contact for new businesses moving into the BID area - making them aware of grant support, liaising with the Council’s rates department and any other support they require to launch their business.

Aren’t these services already provided by the council?

No the services provided under the BID must be additional services not already provided by the Council or enhancements to existing services.

Is there an increase in the BID levy each year?

There will be an annual inflationary increase of all levy charges year on year for the duration of the Business Improvement District.

The property is unoccupied do I still need to pay?

Yes. The ratepayer for an unoccupied property is also liable to pay a BID levy.

Can I pay by instalments?

No. The BID levy is payable in one payment.

If you have genuine financial difficulty and are unable to pay then you should contact the Council straight away on 01443 425002 Never ignore requests for payment as this will only make the situation worse.

I voted against the BID or wasn’t eligible to vote at the time of the ballot, do I still have to pay?

Yes the positive result of the BID ballot held on the 27th February 2026 is binding on all non domestic ratepayers in the BID area from the 1st April 2026 to the 31st March 2031. This includes persons or organisations who become rate payers after the date of the ballot.

Do I automatically become a member of the Your Pontypridd Ltd company?

No. Your Pontypridd’s Articles of Association require that levy-paying businesses in the BID area are required to apply for membership of the BID Company. Members of the company may vote at the company’s Annual General Meeting scheduled for early next year and get involved in the Board of Directors or join a theme group.

How can I get involved?

There are a few ways that you can get involved:

  1. Join the Board of Directors and get involved in leading and overseeing the progress of the Your Pontypridd BID.
  2. If there are any projects, you feel you have the expertise to be involved with contact us on the details above.
  3. Retailers can sign up to the Business Crime Reduction Partnership for free and can attend monthly ‘Shopwatch’ meetings.
  4. Pubs, nightclubs, and licensed premises can sign up to the Business Crime Reduction for free and can attend monthly ‘Pubwatch’ meetings.
  5. Consultation will be taking place throughout the BID term with businesses, you can also contact us to meet BID staff if you have questions or need support.
