Local Authorities have a statutory duty to enforce food and feed law as part of the UK’s national "Official Controls" overseen and audited by the Food Standards Agency. Local Authorities must produce a plan setting out how they will deliver that function. The Feed & food service plan discharges that duty for the council and has been written in accordance with The Food Standards Agency’s Framework Agreement, which is based on statutory Codes of Practice.
The Food Safety Act 1990 and regulations made under it make it an offence for anyone to sell or process food for sale, which is harmful to health. They also place an obligation on businesses to ensure that their activities are carried out in a hygienic way.
The council is implementing the Food Hygiene Rating Scheme in accordance with the requirements of the Food Hygiene Rating (Wales) Act 2013.
