Initial site preparations underway for Mountain Ash care development

Mountain Ash residents may notice a series of initial works being undertaken on land off Darran Road as final preparations are made to build a brand new, modern care accommodation for older people. The main construction phase of this exciting project is then being targeted to start in February 2026. 

The joint project between the Council and Codi Group (formerly Linc Cymru) previously received planning permission, to build 25 Extra Care apartments, 15 dementia residential care beds, and eight ‘Later Living’ bungalows.

The development has been designed to promote biodiversity and include features that will support sustainable urban drainage – while access, parking and landscaping works will be undertaken as part of the overall project.

A series of preparation works have now started on site in January 2026 as we work towards a construction start, targeted for February by contractor JG Hale Group.

Over the weeks ahead, this initial work will include site preparations, exploratory works to establish the key structural arrangements required, and site profiling to establish the required topography.

Minimal overall disruption is expected, and while the development may bring increased traffic locally, this will be managed by the contractor’s site team to limit the impact. The project will be registered as a Considerate Constructors Scheme and the contractor will be adhering to these values at all times. The overall construction phase is expected to be completed in late 2027.

Councillor Gareth Caple, Rhondda Cynon Taf Council’s Cabinet Member for Social Care, with responsibility for Adult Services, said: “I’m delighted that preparatory work is now underway towards delivering this fantastic new residential accommodation for older people. It will include a mix of extra care apartments, dementia care beds and ‘Later Living’ bungalows, which are targeted to meet local need. It’s the latest development that shows we are delivering upon our commitment to modernising residential care options, as we respond to the reported change in needs and expectations of older people.

“The Mountain Ash scheme will soon become our third ‘live’ project in construction, as works continue to progress with a new specialist care accommodation in Gelli for people with learning disabilities in adulthood and older age, and a new dedicated extra care accommodation in Porth. Our existing extra care facilities in Talbot Green, Aberaman and Graig continue to thrive, while we have committed to delivering a purpose-built dementia care facility in Ferndale in the future, along with an accommodation for people with learning disabilities in adulthood in Church Village – both of which continue to be in development.

“We continue to have an excellent partnership with Codi Group, formerly Linc Cymru, to develop these modern projects across the County Borough that will make a real difference in their communities.
