Disabled Persons Parking Bay Scheme

A disabled person's parking bay is an allocated parking space indicated by a 'box' marked out with white lines with an associated sign. 

The purpose of the parking bay is to help people whose mobility impairment mean they cannot walk any significant distance and therefore need help in parking close to their home, or those who may require constant supervision around traffic due to a cognitive impairment or additional learning needs.

Eligibility

To be eligible for a parking bay, you must meet all the following criteria:

  • Hold a valid Blue Badge which is not temporary.
  • Receive one of the the following benefits:
    - Enhanced (higher) rate of the mobility component of Personal Independence Payment (PIP)
    - Higher rate of the Mobility component of Disability Living Allowance (DLA)
    - War Pension Mobility Supplement
    - Attendance Allowance
  • Have medical evidence from a relevant health professional (Consultant, Specialist Nurse, or Physiotherapist - NOT a GP) - Template for medical evidence
  • Have a vehicle registered to the application address and the registered owner must live there.
  • Not have access to off-road parking.
  • Live on a road where there are no traffic prohibitions and it is safe to install a bay.

Online:

The new application process for the Disabled Persons Parking Bay Scheme IS NOW OPEN. You will be required to upload visual evidence, please ensure that the picture or scan is clear and shows the address of the applicant.

For assistance with your application, please make an appointment at one of our One4aLL Centres. The application window will close on May 12 (4.15pm).

In person at a One4All Centre

Telephone applications are not accepted due to the need for evidence submission.

To submit your application successfully, you must supply:

  • Your blue badge number.
  • Photos or scans of your qualifying benefit award letter:
    • PIP – including your name, address and that you are receiving the enhanced rate of mobility
    • DLA – including your name, address and that you are receiving the higher rate of mobility
    • War Pension – including your name, address and that you are receiving the Mobility supplement
    • Attendance Allowance – including your name and address.
  • Proof clearly showing that there is a vehicle registered at the applicant's address. For this, we can only accept one of the following:
    • a clear photograph or scan of the vehicle logbook
    • a clear photograph or scan of your lease agreement
    • a clear photograph or scan of your Confirmation of Registration (Motability Owners).
  • Medical evidence from a relevant health professional (Consultant, Specialist Nurse, or Physiotherapist - NOT a GP) detailing your mobility and parking difficulties.   • Confirmation that you do not have access to off-road parking.

Book an appointment online at your preferred One4All Centre to submit your application. Appointments can also be booked via telephone on 01443 425 003. Please note, the applicant does not need to attend the appointment, as long as all the information that is required to accompany the application can be provided in their absence.

What happens next?

Once your application and supporting documents are received, the Council will review your information and may contact you if further details are needed. If your application meets the eligibility criteria, a desktop assessment will be conducted to determine if it is feasible to install a bay at your location. In addition, you will be visited by an Occupational Therapy Assistant who will complete an assessment of your situation.
