You will be issued with a parking fine from Rhondda Cynon Taf Council if you are in breach of parking regulations in any Council Car Parks or of any on-street traffic regulations.
SWPG supports these enforcement operations by dealing with all payments, challenges and representations and undertaking the processing of all Penalty Charge Notices that are issued by the Council.
Civil Parking Enforcement includes
- Off-street car parks currently managed by the Council
- On-street traffic regulation order lines and signs e.g. double-yellow lines, residential parking bays, school clearways (zig-zag markings)
Please Note: Issues such as footway parking, driveway obstructions and all moving traffic offences remain under the jurisdiction of the South Wales Police.
Reporting a parking offence

By providing as much detail as possible e.g. nature of parking issue, location, any specific times/days of week, will assist with planning patrols.
Please note by submitting details of specific vehicles parked unlawfully cannot result in a Penalty Charge Notice (PCN) being issued, a Civil Enforcement Officer (CEO) must observe the unlawful parking to issue a PCN. Furthermore, such requests will not always result in patrols on the same day the issue has been reported. RCTCBC employ a small team of CEOs who will respond to parking issues, but due to the geographical area to be covered they cannot be in the same areas daily/weekly. However, by providing details of re-occurring parking issues it will enable patrols to be planned appropriately when resources permit.
