In 2024, we surveyed and spoke to unpaid carers across Rhondda Cynon Taf about what support they wanted from the Council.
Following analysis of what we heard we have developed a new and more accessible model of support for unpaid carers of adults, that is based on what people said mattered to them.
We would like to share this model with you so that you can give us your views and tell us if we have got it right.
The model has three levels:
Level 1 – Universal, and accessible in local areas for a wide range of people
The library service will provide targeted information and advice to unpaid carers and provide a community space for members of the adult services team to promote our Carers support arrangements in locations across the authority.
Library staff already refer people to the offers of support that are available in local areas and link in with Community Co-ordinators who can offer additional support, including a non-statutory Wellbeing Assessment. Under this proposal the experience for unpaid carers can be enhanced.
Level 2 - Enhanced and more specific to the needs of unpaid carers
There are two elements to Level 2 support:
Activities for unpaid carers, focused on enhancing local opportunities, will be facilitated.
This support will include peer support groups, practical training, workshops and other activities that have been identified as valued by unpaid carers in supporting them in their caring role, and to provide a life alongside caring.
Staff within Adult Services with enhanced skills and experience of working with unpaid carers will support our front door staff to respond to requests directly from unpaid carers needing information, advice and assistance associated with their role and circumstances .These staff will also be available to provide support and direction to social work teams and other professionals about good practice in supporting unpaid carers and progressing effective carers conversation (statutory carers assessment).
Level 3 Specialist and statutory response for unpaid carers
This level of the model refers to the statutory services the Council is required to provide, including the Carer Conversation (Statutory Carers Assessment) and the provision of respite. This level of provision will continue to be facilitated by the Council’s Social Work teams for eligible unpaid carers.
The consultation will close on the 5th October 2025
We’ve developed a new model of support for unpaid carers of adults, and now we need your feedback to ensure it works for everyone.
