Buildings - Asset transfer opportunities

RCT Council have received "Expressions of Interest" by "not for personal profit" community groups on the following buildings for potential leasehold transfer 

The Council would like to explore with community and voluntary organisations, social enterprises and Town & Community Councils across RCT whether these properties can be utilised as “Assets of Community Value” to deliver services which meet the needs of the broader community and where possible contribute to the key priorities laid out in RCT Council’s Corporate Plan “Working with our Communities

We will provide a "30 Day - Window of Opportunity" for any community groups wishing to submit an initial “Expression of Interest” for the potential leasehold transfer of these building(s) for community use. 

Subject to your “Expression of Interest” evidencing it has the potential for your proposal to contribute to the needs of local communities, you may then be invited to the next stage and have a minimum of 13 weeks (subject to the size and scale of your proposal) to provide a fully costed Business Plan which will need to evidence that your proposal meets the needs of the community and is both viable and sustainable.

NB. The “30 Day Window of Opportunity” process ensures equal opportunities to all community groups and social enterprises who may wish to declare an interest.

If there is no community interest in these building(s) and or land, then the Council could consider retaining the asset or disposing of the asset on the open market.

If you wish to submit an initial “Expression of Interest” for the following building(s)/land, please complete the “Expression of Interest” form and email to RCTtogether@rctcbc.gov.uk before the closing deadline stated below.  NB. Please do not post any completed forms to Council offices as the team is working remotely from home.

The Council has received an “Expression of Interest” from a local community organisation who wants to ensure the building remains open to the community to benefit local people for the foreseeable future.

 

Part of the building is available for community benefit via a long term lease.

 

The Council will retain part of the building currently occupied by a nursery provider.

 

The building houses a publicly accessible gym – the preference is for this provision to remain as a condition of the Community Asset Transfer

 

The Council’s Corporates Estates team advise permitted use is for sporting and recreational use. No known restricted uses.

 

Proposed Terms: 

  • Long leasehold subject to agreement preferred.

  • Tenant to be responsible for all outgoings including external and internal repairs and maintenance, utilities and all necessary statutory building compliance.

  • The Council will insure the building only. The annual building insurance premium will be recharged to the tenant.

  • Tenant to be responsible for Contents and Public Liability Insurance.

Current annual costs have been advised as: 

  • Gas £17,600

  • Electricity £15,700

  • NNDR (Business Rates) £15,260

  • Water £2,230

  • Maintenance circa £10k per annum budget (always underspent)

  • Service Contracts £2100

The Council has received an “Expression of Interest” from a local community organisation who wants to ensure the building remains open to the community to benefit local people for the foreseeable future.

 

The whole building is available for community benefit via a long term lease. The land is not included and is to be retained by the Council.

 

The Council’s Corporates Estates team advise permitted use is for community use.

 

The building to be used as a polling station where required by the Council.

 

The property is subject to various covenants in respect of the use of the building. Further information to be provided upon request.

 

Proposed Terms:

 

·        Long leasehold subject to agreement preferred.

 

·       Tenant to be responsible for all outgoings including external and internal repairs and maintenance.  Tenant will be expected to cover all running costs associated with the building to include: utilities, maintenance and statutory building compliance.

 

·       The Council will insure the building only. The annual building insurance premium will be recharged to the tenant.

 

·       Tenant to be responsible for contents and Public Liability insurance

The property comprises a building of concrete frame construction constructed on lower ground , ground and first floors having a mixture of rendered and brick elevations with double glazed UPVC windows. The property has workshops and offices in the lower ground floor, dining room and kitchen on the ground floor and a hall and storage areas on the first floor. The property has been previously used as a day centre.

 

The whole building is available for community benefit via a long term lease.

 

The Council’s Corporates Estates team advise permitted use is for the existing and office uses. Applicants will need to enquire with the Planning Department if suggested uses other than the above are proposed.
