What is the Community Asset Transfer Fund?
The Community Asset Transfer Fund is only available to organisations who have responsibility for an asset transfer from the Council to a not for personal profit organisation.
To ensure that Community Asset Transfers (CATS) can deliver on the Council’s (and its partners) strategic and local community service requirements, the fund aims to build resilient communities by working collaboratively with all sectors in Rhondda Cynon Taf.
Only CAT applications that contribute towards the needs and development priorities of the Council, its Neighbourhood Networks, and the outcomes and outputs required by the UK Government’s (UKG) Shared Prosperity Fund (SPF) will be progressed.

The Community Asset Transfer Fund is only available to support the active transfer of Council buildings to community partners by way of a lease, licence or Tenancy At Will. Consideration may also be given to groups who may require support to sustain tenancies where all other funding options have been exhausted.
In addition to delivering one or more of the UK Government’s Shared Prosperity Outcomes, all projects will need to fit with one, or more of the objectives identified in the Rhondda Cynon Taf Corporate Plan. These are;
- Ensuring People: are independent, healthy and successful;
- Creating Places: where people are proud to live, work and play;
- Enabling Prosperity: creating the opportunity for people and businesses to: be innovative; be entrepreneurial; and fulfil their potential and prosper.
Who can apply?
Applications can be considered from non-profit distributing voluntary and community groups, social enterprises, Community and Town Councils.
Applicants will need to evidence they have a Constitution / Governing Document and a Bank Account in the name of the organisation with at least 2 separate signatories
What can I apply for?
The Fund can be used for activities associated with the community asset transfer of Council properties or land into community ownership by way of a tenancy agreement i.e. a lease, licence or Tenancy At Will. Examples of the type of costs that may be supported include
Capital;
- Purchase of equipment
- Refurbishment
- Decoration
- Building work
Revenue;
- Legal Costs
- Insurance
- Building/Land/Condition Surveys
- Training
How much can I apply for?
The maximum grant contribution will normally be £14,999. Proposals will be assessed on a first come first served basis, subject to eligibility and available budget
How will the grant be paid?
If your application is successful, you will receive a letter with the detail of the grant and its terms and conditions. If you wish to accept the grant you will need to sign and return the terms and conditions.
Payment will usually only be made on submission of invoices and photographic evidence (where applicable) at the end of the project and will be made into the bank account shown in your application
