Cabinet Members have today agreed to proposals to restructure the Council Senior Manager arrangements, to respond to future challenges and to ensure that the Council operates in the most efficient and effective way.
These changes ensure the Council has the right leadership capacity in the right places, aligning services in a way that supports both efficiency and resilience, to improve service delivery for the residents of Rhondda Cynon Taf. These proposals would save £365,000 as part of the Council’s Medium Term Financial Plan.
Following agreement by Cabinet, further related reports will now be considered by Full Council and the Appointments Committee, in order to confirm the proposals.
County Borough Councillor Andrew Morgan OBE, Leader of Rhondda Cynon Taf County Borough Council, said: “The Council’s proactive approach to the financial challenges over consecutive years has allowed for continued investment in Rhondda Cynon Taf’s schools, infrastructure and other important priorities.
“The changes proposed in the report are not just about delivering further reductions in senior management costs, but they also seek to ensure that the Council as an organisation continues to evolve and operate in the most efficient way. It will also position the Council well to meet the future challenges that lie ahead while maintaining strong leadership and a corporate core which is hugely important in the delivery of public services.
“This approach underlines once more that in these challenging financial times, every area of Council spend is being considered to ensure they operate in the most efficient way and most importantly to ensure we continue to deliver and improve key frontline services.”
Mr Paul Mee, Chief Executive of Rhondda Cynon Taf County Borough Council added: “As Chief Executive, I am duty-bound to ensure that the Council’s staffing, accommodation, and resources are sufficient for the effective discharge of the Council’s many responsibilities.
“The proposals I have put forward arise from a wide-ranging review of our management arrangements, including co-alignment of functions and a need to ensure we have a balanced distribution of responsibilities across the Senior Leadership Team.
“They are designed to ensure our management structure remains fit for purpose in responding to current and future challenges and are part of our ongoing commitment to strong, efficient, and value-driven leadership at the highest levels of this organisation.
“Together, these changes ensure the Council has the right leadership capacity in the right places, reducing unnecessary duplication and aligning services in a way that supports both efficiency and resilience.”
This decision of Cabinet taken on September 22 is subject to the Council’s Overview & Scrutiny Procedural Rules.
