Prosperous Homes, Prosperous Lives; A Housing Strategy for Rhondda Cynon Taf 2024 - 2030
Rhondda Cynon Taf’s housing strategy; ‘Prosperous Homes, Prosperous Lives (2024 – 2030) was approved by Cabinet on 19th February 2025.
The Strategy sets out how, over the next 6 years, the Council will work with stakeholders to shape and deliver safe, good quality, affordable housing, and housing services. With a reduction of available public sector resources, the Strategy relies upon creativity, innovation and partnership working, focusing on inward investment with a robust strategic direction.
The Council’s vision for the strategy is to ensure that ‘the housing market in RCT offers our residents access to good quality, affordable homes, in the right place at the right time.’
To deliver the vision, the Strategy is supported by the following four strategic objectives that will drive its delivery:
- To enable a functional housing market that meets the needs of our communities.
- To promote sustainable communities and create homes that are safe, warm and healthy by improving housing conditions and investing in community regeneration.
- To enable access to all types of suitable and affordable housing that meets the needs of residents.
- To create prosperous communities by ensuring residents have access to housing advice and support that meets their needs.
The RCT Housing Strategy provides the focus for delivering the housing priorities of the Council’s Corporate Plan ‘Working with our Communities 2024 - 2030’. The Council will embrace the various roles and responsibilities; both strategic and operational across all housing services and organisations, working collaboratively to deliver the objectives.
Empty Homes Strategy
As a result of the decision made by Cabinet on 29th June 2026, the Council is undertaking a 6-week consultation on its new Empty Homes Strategy, Restoring Empty Homes; Prosperous Lives 2026-2031. Consultation will run from Monday 6th July 2026 and will end on Sunday 16th August 2026.
The draft Strategy sets out how, over the next 5 years, the Council will work with landlords, residents and other stakeholders to shape and facilitate bringing empty properties back into use. The Council is committed to continue to tackle empty homes across RCT and increase the number of homes being brought back into use.
The consultation provides residents with the opportunity to comment and contribute to the final draft of the strategy.

Private Rented Sector Strategy
As a result of the decision made by Cabinet on 29th June 2026, the Council is undertaking a 6-week consultation on its new Private Rented Sector Strategy 2026 – 2031. The consultation will run from Monday 6th July 2026 and will end on Sunday 16th August 2026.
The draft Strategy sets out how, over the next 5 years, the Council will work with landlords, contract holders, and other stakeholders to shape and facilitate safe, good quality, affordable private rented sector housing and associated support. With a reduction of available public sector resources, the Strategy relies upon creativity, innovation and partnership working, focussing on developing an excellent working relationship with landlords and attracting inward investment to ensure that the private Rented Sector offer in RCT is attractive.
The consultation provides residents with the opportunity to comment and contribute to the final draft of the strategy.
