Apply for a Disabled Person's Concessionary Travel Card

You will be required to upload proof of your disability, one proof of date of birth, two proofs of address, a passport approved colour photograph and provide your National Insurance Number.  A complete list of acceptable documents can be found on Transport for Wales website.  You will be unable to complete your application if this information is not provided, to apply online visit Transport for Wales Portal and follow the simple instructions.

If you’re unable to apply online, you can ask a friend, family member or someone you trust to apply on your behalf.  However, if this assistance is unavailable you can book an appointment to attend a One4all centre either online at www.rctcbc.gov.uk/bookit or by telephone on 01443 425005, where assistance will be available to complete your application.  Please ensure you take the correct evidence with you, otherwise we will not be able to process your application.

How long does it take to receive my new travel card?

Transport for Wales aim to post your travel card to your home address within 10 working days.

I have been assessed for a disabled Travel Card, What if I am unhappy with the outcome of my assessment?

The Council would have undertaken your assessment and taken into account the details that you provided relating to your disability as well as any additional information which you may have enclosed. 

In order to be issued with a Disabled Person's Travel Card, it is emphasised that a person needs to clearly meet one of the criteria outlined below;

• i). Have a high degree of sight loss in both eyes.
• ii). Severely sight impaired – cannot read, (with your glasses if worn) the top letter of a standard eye test chart at a distance of 3 metres or less.
• iii). Sight impaired – can only read (with your glasses if worn) the top letter of a standard eye test chart at a distance of 6 metres or less.
• 2. Profoundly or severely deaf, a hearing loss across both ears of 70 decibels (dBHL) or greater.
• 3. Cannot Speak – you are unable to communicate orally in any language.
• 4. An impairment or injury that has a substantial long term adverse effect on ability to walk.
• 5. Without arms or long-term loss of the use of both arms. 
• 6. A Cognitive Impairment.
• 7. Would be refused a licence to drive a motor vehicle under Part III of the Road Traffic Act 1988, pursuant to section 92 of that Act (physical fitness) other than on the ground of persistent misuse of drugs or alcohol.

After considering all of the above criteria and information, if you are unhappy with the decision made regarding the assessment of your Disabled Person's Travel Card you can challenge the decision.  However in doing so, you would need to indicate the grounds on which you wish to appeal and also provide further evidence that was not known at the time of your assessment.  This information should be forwarded in writing to:
