Conservation Area Appraisals

Rhondda Cynon Taf has a rich historic and architectural heritage, and this is reflected in a large number of Listed Buildings and Conservation Areas. The Council has a responsibility, from time to time, to review and formulate proposals for the management of its Conservation Areas. The Council is now undertaking a programme of reviews and has thus far adopted three appraisals.

The purpose of a Conservation Area Appraisal is to investigate and analyse the character of a Conservation Area, and look at what makes it special and worthy of designation. Key characteristics which contribute to the special interest are identified, as well as areas where there may be opportunities for enhancement. The Appraisal will also contain proposals for the management of the Conservation Area through the planning system. Appraisals can be a material consideration in the determination of any application for Planning Permission

Aberdare Town Centre

The Aberdare Town Centre Conservation Area Appraisal and Management Plan was adopted in December 2008. In addition to this, the Council has made Directions restricting ‘permitted development’ rights in relation to properties within the Conservation Area.

Article 4(1) and Article 4(2) Directions, made under the Town and Country Planning (General Permitted Development) Order 1995, have been made and confirmed, and are now in force on a permanent basis.

The Directions remove rights to carry out certain alterations to properties within Aberdare Conservation Area without first obtaining planning permission.

The Article 4(2) Direction removes rights to carry out certain alterations to dwellinghouses only. The Article 4(1) Direction removes rights to carry out certain alterations to all other properties within the Conservation Area.

Llantrisant

The Llantrisant Conservation Area Appraisal and Management Plan was adopted in November 2011, along with a reduction to the boundary.

The Article 4(2) Direction which was made has not been confirmed, following public consultation. The Council intends to make a new, revised Direction in 2012, exact timescales to be confirmed.

Pontypridd Town Centre

The Pontypridd Town Centre Conservation Area Appraisal and Management was adopted in November 2011, along with an extension to the boundary.

The documents for each Conservation Area are available on these pages, at Aberdare, Llantrisant and Pontypridd Libraries, and also at the Planning Department in Sardis House, Sardis Road, Pontypridd.
