Transforming RCT - Investment now and for the future

At a time when our investment programme is the biggest it has ever been, our Transforming RCT campaign looks at what we’re investing in, and explores how communities will benefit now and into the future. Along the way, we’ll meet some of the people this investment is helping.

There are so many good things going on within the Council. We run around 650 services in total, with many of them operating each and every day. They almost go unnoticed because they are simply working well – thanks to our staff doing a fantastic job. We’ll never take for granted this work taking place on the ground.

Alongside this, the Council continues to make a huge amount of funding available to invest in priority areas that our residents really care about. These areas range from roads and transport to flood alleviation, residential care, regeneration projects, school facilities, play areas, and our leisure offer.

Our investment programme has increased five-fold since the position 10 years ago – it stood at more than £200 million for 2025/26 alone in September 2025. And this does not include an extra £11.5 million since identified for priority areas.

The following pages explore how we’re making a real difference in communities:

Highways

Our ongoing capital programme covers many areas of investment, from resurfacing to flood alleviation, coal tip maintenance, highway and park structures, car parks, active travel, and developing major transportation schemes for the future.

Schools

Having delivered several major school investment projects in the 2024/25 academic year, attention now turns to the next tranche of projects for the years ahead. These range from providing even more new schools, to building modern extensions and improving learning areas.

Play areas
Our significant investment in outdoor play areas has continued over many years, helping children and their families enjoy healthy activity outside. Our targeted investment continues to renew equipment, along with new and improved areas such as MUGAs and 3G pitches.
Leisure

Our Leisure for Life service ensures residents can access high-quality, accessible and adaptive leisure facilities, to help improve fitness and well-being. We’ve invested heavily in our leisure centres in recent years, and we continue to bring forward new projects for the future.

Residential and Extra Care

We continue our commitment to investing in first-class, modern care accommodations for older people. Our programme responds to reported changes in older people’s needs and expectations, and increases choice of the residential care options that are available.

Regeneration

Our work in this area ranges from delivering major investment projects at the heart of communities, to developing agreed strategies that will guide future investment in Town Centres, and helping private businesses access external funding for local projects.
