Work continues to maintain and adopt private roads in poor condition

An update has been provided on the ongoing Unadopted Roads Programme that improves privately-owned roads left in an unacceptable condition – with each road then being adopted for future maintenance by the Council. 

In total, 30 local schemes have been completed since the improvement programme was started four years ago – with one currently ongoing and seven more planned over the course of the financial year ahead (2025/26).

In 2021/22, the Council piloted a programme of six initial unadopted roads schemes to privately-owned roads that had remained in an unsatisfactory condition for a long time. The pilot aimed to tackle this common issue faced by residents living on private roads. Other identified improvements, ranging from sewerage work to street lighting, were completed alongside the resurfacing.

Following the pilot’s success, the Council continues to identify new unadopted roads schemes each year within its capital programme. Please find the full list of completed, ongoing, and planned schemes at the bottom of this update.

Four new schemes are identified in the Highways and Transportation Capital Programme for 2025/26. This £200,000 investment will deliver improvements at The Pandy in Hirwaun, Jenkin Street in Hopkinstown, Sion Place in Cwmbach, and Troedpennar Terrace in Abercynon.

Welsh Government grant funding is also secured for a scheme at Kingsbury Place in Llwydcoed, while previously-agreed schemes off Brynmair Road in Godreaman, and Graig Road in Ynyshir, will be brought forward for delivery this year. Finally, works are currently ongoing at Church Row in Trecynon.

Councillor Andrew Morgan OBE, Leader of Rhondda Cynon Taf Council and Cabinet Member for Infrastructure and Investment, said: “Our ongoing Unadopted Roads Programme has now entered its fifth year, with 30 schemes delivered and £200,000 funding now agreed for four new schemes in Hirwaun, Cwmbach, Hopkinstown and Abercynon. While these works will be funded via our 2025/26 Highways Capital Programme, officers also successfully secured a Welsh Government grant to deliver a fifth new scheme, in Llwydcoed.

“The programme is being extended to tackle the common problem of unadopted roads not being maintained to an acceptable standard, which is of great concern to residents living on those streets. In lots of these instances, the roads have not been treated or maintained in many years – and the general feedback following our completed schemes has been positive to date.

“Adopting the roads for future Council maintenance is another important part of our investment, providing a long-term solution rather than a one-off fix. Officers will work to deliver the 2025/26 schemes in the year ahead, and will communicate the arrangements to local residents once they are finalised.”
