Rhondda Cynon Taf County Borough Council (The Council) has declared the following land parcel surplus to its needs and is looking for innovative community proposals for its ongoing management and to provide services and activities that address local or borough wide community needs.
The Council would like to explore with community and voluntary organisations, social enterprises and Town & Community Councils across Rhondda Cynon Taf (RCT) whether this property can be utilised as an “Asset of Community Value” to deliver services which meet the needs of the broader community and where possible contribute to the key priorities laid out in RCT Council’s Corporate Plan Working With Our Communities 2024-2030”. We will provide a "30 Day - Window of Opportunity" for any community groups wishing to submit an initial “Expression of Interest” for the potential leasehold transfer of the property for community use.
Subject to your “Expression of Interest” evidencing it has the potential for your proposal to contribute to the needs of local communities, you may then be invited to the next stage and have up to 13 weeks to provide a fully costed Business Plan which will need to evidence that your proposal meets the needs of the community and is a viable and sustainable proposal.
NB. The “30 Day Window of Opportunity” process ensures equal opportunities to all community groups and social enterprises who may wish to declare an interest.
If there is no community interest in this property, then the Council could consider disposing of the asset on the open market.

Note
The site is based on remodelled colliery waste, but it has acquired ecological interest and value. It has a wet/damp diverse brownfield grassland flora, edges of scrub, and some young trees. It has nesting bird reptile and invertebrate habitat interest and will be used as foraging habitat by bats.
Any proposals will need to be supported by appropriate ecology assessments and will need to evidence mitigation and biodiversity enhancement The latter is likely to only be evidenced if adjacent areas have some compensatory habitat management that off-set the impacts of any proposed development.
As a minimum a preliminary ecological appraisal/Phase 1 survey will be required that would help understand if any further specific assessment is required. Planning Policy Wales now requires that new developments have a positive impact upon biodiversity and this would also need to be evidenced.
Site uses, and proposals for vegetation management and clearance, will need to be wildlife sensitive and appropriate, and ensure that wildlife law is properly considered. Proposals that enhance or benefit the site as local wildlife area will be welcomed’.
Lastly any proposed development will need to take into account the possible need to safeguard an alignment for any future Rhondda Fawr active travel route(s).
