Work will start on site from August 15 to deliver the A4119 Coed Ely dualling scheme. The traffic management arrangements have now been confirmed, with all disruptive works taking place at night to minimise disruption.
The major scheme will provide 1.5km of dual carriageway and a separate shared community route from Coed Ely Roundabout to Llantrisant Business Park – along with a new active travel bridge crossing the A4119 south of Coed Ely roundabout, to provide a new shared community route into the village. Alun Griffiths (Contractors) Ltd will deliver the work, for completion in 2024.
The contractor recently held public exhibitions in Ynysmaerdy and Coed Ely (July 6-7), enabling the community to find out more about the works and the traffic management required. These events were well attended by residents.
The Council has today confirmed that the construction phase will begin from Monday, August 15, with site activity beginning from this date.
In order to deliver the scheme, there are some important changes to the traffic arrangements for motorists. However, to significantly minimise the disruption, please be aware that all necessary lane closures will be used at night, so the A4119 will maintain two-way traffic after 6am and before 9pm each day.
Traffic management required from August 15
A temporary 40mph speed limit will be in place on the A4119 in order to ensure safety – from Ely Meadow Roundabout to Ynysmaerdy Roundabout, north-westwards from Coed Ely roundabout for 1.25km, and between Coed Ely and South Wales Fire and Rescue Service (SWFRS) roundabouts.
A temporary 30mph speed limit will be in place between Ynysmaerdy and the SWFRS roundabouts, and on all approaches to Coed Ely Roundabout. There will also be a temporary restriction on overtaking between the SWFRS roundabout to a point 1.25km north-west of Coed Ely Roundabout.
All of the temporary speed limits, and other arrangements for motorists, will be clearly signposted for those travelling through the works area.
Overnight working (9pm to 6am), required when necessary
The more disruptive works required to progress the scheme will be scheduled at night, to minimise disruption to residents and commuters. These will be timed between 9pm and 6am on the following day, with advanced warning signage put in place seven days before each night work shift begins.
A temporary 10mph speed limit will be required on occasion, from the Ely Meadow Roundabout to a point 1.25km north-west of Coed Ely Roundabout.
Temporary road closures will be required on limited instances, between the SWFRS and Coed Ely roundabouts. An alternative route will be available via the A4119 to Tonypandy Roundabout, A4058 to Pontypridd, A470 to Upper Boat, Tonteg Road, and route A473 via Talbot Green and Llantrisant. Access will be maintained for emergency services during these road closures.
Temporary footway closures and a temporary prohibition of cyclists, will be used when necessary, between Ynysmaerdy and Coed Ely roundabouts. An alternative route for pedestrians and cyclists is via Ynysallan Footbridge, Ynysmaerdy Terrace, the former railway line and Mynydd Garthmaelwg Road.
The Council would like to thank residents and road users for their patience and cooperation during the upcoming works, to deliver this major scheme.
For further details about the scheme, including the information shared at the recent public exhibitions and how to contact the project team, please visit the contractor’s project homepage.
The A4119 Coed Ely dualling is a priority investment to significantly improve local connectivity to the strategic Rhondda Gateway region, by improving traffic flow in this busy commuter area. It will unlock the former colliery site, Parc Coed-elái, which is the location of the Council’s new modern business unit, with the wider site being developed by Welsh Government. The scheme will also improve active travel provision for the local community at Coed Ely.
The Council has secured £11.4m funding from the UK Government’s Levelling Up Fund towards the scheme’s delivery – confirmed in October 2021. This allocation, in addition to funding previously committed by the Council and Welsh Government, will fund the construction phase to deliver the scheme.
