Residents are advised that initial activity will get underway next week at Rhigos Road and Abertonllwyd Street in Treherbert, as part of upcoming phases of flood alleviation work.
The Council has secured Welsh Government funding to deliver phase one of the targeted works at this location, which was flooded during Storm Bert and continues flood during periods of heavy rainfall. The Council is also developing a second phase of work, as described below.
Phase one will take place at the source of the flooding, on an area of private land near the garage off Rhigos Road. Those works aim to improve the culvert inlet and introduce a debris basin system, with the intention of minimising overflow and flooding. This phase is due to start in March 2026, and the Council will promote those works in due course.
As part of the design and development of phase two, a series of ground investigations are needed from Monday, February 23. This will take place over two weeks, by contractor Hammonds ECS Ltd.
This future phase of work is likely to include the installation of a new culvert structure at Rhigos Road and Abertonllwyd Street, to redirect water flow from the damaged existing culvert.
Phase two is planned for delivery in 2026/27, subject to funding being secured under the Small Scale Works Grant for the 2026/27 financial year.
From Monday, trial holes will be used to identify the location and depths of the existing utility services on the street, which will be critical to inform the proposed route for a new culvert.
The investigations will be carried out using a lane closure to proceed safely, with two-way traffic management in place. Residents’ parking will also be restricted – local households have received a letter explaining these temporary arrangements. In addition, vehicle access from Hill Street to Abertonllwyd Street will be closed, with a local diversion route signposted.
Phase one works are funded using a 85% contribution from Welsh Government’s Resilient Roads Fund, with 15% match funding from the Council.
In total, the Council has secured more than £6 million from Welsh Government for flood alleviation work in 2025/26, across the Small Scale Works Grant, the Flood and Coastal Erosion Risk Management Programme, and the Resilient Roads Fund.
