Aberdare Man FINED Over £1100!

An Aberdare man has walked away from court with a fine of over £1100 after he dumped 29 bags of waste in his local community!

The bags, which were filled with household recycling and waste that could likely have been sorted, recycled and or disposed of for FREE from the kerbside or at a local community recycling centre, were fly-tipped at Ysguborwen, Llwydcoed.

The clear recycling bags that were left strewn in the countryside, contained information that led to the offender being tracked down and caught red handed! The worst thing about this, is that the items were dumped just 1.8 miles from the Community Recycling Centre in Llwydcoed.

The offender was discovered to be Mr Jeffrey Taylor from Cwmaman, Aberdare. Mr Taylor and interviewed under the Codes of Practice of the Police and Criminal Evidence (PACE) Act 1984 and admitted dumping the items.

Due to the large amount of items that were discovered the case was referred to Merthyr Tydfil Magistrates Court.

Section 33(1) of the Environmental Protection Act 1990 sets out the offence of fly tipping describing it as the “illegal deposit of any waste onto land that does not have a licence to accept it”. Anyone illegally disposing of their waste could face a hefty fine as this man has now discovered!

Mr Taylor pleaded guilty and took full responsibility for his actions, stating “I just drove up the lane, my head was in the wrong place, it’s not something I would ever had done normally, rational thinking just wasn’t on my side”.

As a result, he was handed a £320 Fine, ordered to pay Costs of £682.66 and a Victim Surcharge of £128– coming to a total of £1,130.66.

This latest prosecution acts as a clear reminder that residents have a duty of care to dispose of their waste appropriately and to ensure that items are disposed of correctly. Failure to do this, could end up costing you a lot more than travelling a few miles to the nearest local community recycling centre or taking the time to properly sort your recyclables at home!

The Council has a weekly, unlimited, kerbside dry, food waste and nappy recycling service, and a number of community recycling centres across the County Borough, so there's no excuse for fly-tipping, especially items that can be collected at the kerbside or recycled right here in Rhondda Cynon Taf.

Councillor Ann Crimmings, Rhondda Cynon Taf Council’s Cabinet Member for Environment and Leisure said:

“This is yet another disappointing case where the items that were fly-tipped, could have been recycled or disposed of at one of our recycling centres – just 1.8 miles from Llywdcoed Recycling Centre! This kind of behaviour will not be tolerated in RCT, there is NEVER an excuse to blight our towns, streets and villages with waste and we will find those responsible and hold them to account.

"As this case highlights, we investigate ALL reports of fly-tipping and we will uncover all the details as this offender has found out.

"Removal of fly-tipping in our County Borough costs hundreds of thousands of pounds - which could be spent on key front-line services.

“We will use EVERY power we have available to us, to hold those accountable for their actions. Many of the items we recover on our streets, towns and mountains are items that could have been taken to a Community Recycling Centre or even collected from the kerbside - at no extra cost.”
