The Council has published the statutory notice to deliver a series of measures in Cwmparc that aim to improve road safety for pedestrians – with a particular focus on the area around Parc Primary School. This important local scheme has secured Safe Routes in Communities funding from Welsh Government, and residents can have their say on the refined proposals by January 16.
Earlier this year, Welsh Government announced that £287,000 was awarded to the Council to develop and deliver the Cwmparc Safe Routes scheme in 2025/26. Officers refined the scheme and brought forward initial proposals for the community to view and have their say on, in a pre-statutory consultation held over three weeks in September and October 2025. The proposals are to:
- To introduce priority narrowings at various points along Park Road, to shorten crossing distances and manage vehicle speeds.
- To install a new raised crossing point on Park Road, directly outside the lower school access.
- To install a build-out on Tallis Street outside the upper school access, to reduce crossing distances and improve safety.
- To introduce a new bus stop on the lower end of Park Road.
- To deliver various junction improvements throughout Cwmparc, to enhance visibility and pedestrian safety.
- To make footway improvements at multiple locations across Cwmparc, to create safer routes for pedestrians.
- To introduce waiting and loading restrictions to improve sight for both pedestrians and vehicles at a number of key locations, encouraging the safe movement of traffic.
Following the consultation and a review of the feedback received, a number of amendments have now been included to the proposals. The changes include:
- Extending the buildout on Tallis Street into the carriageway, to improve sight lines and negate the need for double yellow lines around it.
- Reducing the proposed double-yellow lines on the western side of the junction between Park Road and the rear access to Park Hall, in order to provide additional parking provision.
- Replacing a section of proposed double-yellow lines on the southern side of Park Road, east of Park Hall, with restrictions on waiting and loading – enabling overnight parking between 7pm-7am on Mondays to Saturdays, and unrestricted parking on Sundays.
- Reducing the hours of the loading restrictions from 8am-6pm, to 7am-9.30am and 2pm-6pm.
From December 19, the community will be able to view the updated proposals on the Council website – www.rctcbc.gov.uk/traffic. To make any further comments, residents must get in touch by January 16, 2026.

Councillor Andrew Morgan OBE, Leader of Rhondda Cynon Taf Council and Cabinet Member for Infrastructure and Investment, said: “Using the feedback received during autumn’s consultation exercise, officers have now refined the Safe Routes in Communities proposals for Cwmparc – and have started the statutory notice period which will enable these changes to be implemented by March 2026. The proposals focus on pedestrian safety and encouraging walking and cycling locally – with a specific look at the busy area around Parc Primary School that families use each morning and afternoon.
“We’ve welcomed Safe Routes funding from Welsh Government over many years, while we’ve also brought forward our own pedestrian safety schemes – often linked to our major school investment projects. In 2024, we delivered local improvements in Hawthorn and Church Village, and last year we completed the second phase of works in Hirwaun, delivered over two years.
“While road safety is the primary focus of this investment, by installing new facilities and creating a safer pedestrian environment we’re also hoping to encourage more people to walk and cycle more of their everyday journeys. This has many advantages, from improving people’s health and well-being to lowering the number of vehicles on our roads and protecting the environment.
“I’d encourage all interested residents to view the refined plans for Cwmparc up until the deadline on January 16, to stay up-to-date with what is proposed. Officers will then communicate with residents as the proposals are further progressed towards the construction phase, planned later this financial year.”
