Engagement exercise for proposed Cwmparc Safe Routes scheme

Residents in Cwmparc will soon have an opportunity to find out more and have their say on Safe Routes proposals for their community – which focus on developing a range of pedestrian safety measures near Parc Primary School. 

In April 2025, Welsh Government confirmed the Council was successful in applying for £287,200 funding from the Safe Routes in Communities Fund, to develop and deliver a scheme for Cwmparc this financial year (2025/26). The Council will shortly host a pre-statutory consultation, to encourage community feedback for the proposals, from Friday, September 19, to Friday, October 10.

Officers have developed the scheme in partnership with Parc Primary School, including local pupils – and they aim to improve road safety and support active travel within the local community. The initial proposals are outlined below:

  • To introduce priority narrowings at various points along Park Road, to shorten crossing distances and manage vehicle speeds.
  • To install a new raised crossing point on Park Road, directly outside the lower school access.
  • To install a build-out on Tallis Street outside the upper school access, to reduce crossing distances and improve safety.
  • To introduce a new bus stop on the lower end of Park Road.
  • To deliver various junction improvements throughout Cwmparc, to enhance visibility and pedestrian safety.
  • To make footway improvements at multiple locations across Cwmparc, to create safer routes for pedestrians.
  • To introduce waiting and loading restrictions to improve sight for both pedestrians and vehicles at a number of key locations, encouraging the safe movement of traffic.

If the proposals are agreed following the upcoming consultation, the main works to deliver this scheme are expected to start during February 2026.

From Friday, September 19, residents will be able to find out more and have their say on the Council website – www.rctcbc.gov.uk/traffic. This will include information and plan drawings relating to the proposals.

Residents in Cwmparc will also receive a letter to introduce the consultation and outline the proposals. Plan drawings will be available to view at Cwmparc Community Centre at Park Hall in Park Road (CF42 6LD), along with the One4All Centre at 1 Llys Cadwyn in Taff Street, Pontypridd (CF37 4TH).

To have their say via post, residents can write to Traffic Services Manager, Traffic Management, Floor 2, Llys Cadwyn, Pontypridd (CF37 4TH) – noting a postage-paid, pre-addressed envelope will be included in residents’ letters. Alternatively, feedback can be emailed to trafficservices@rctcbc.gov.uk.

Councillor Andrew Morgan OBE, Leader of Rhondda Cynon Taf Council and Cabinet Member for Infrastructure and Investment, said: “Officers have developed important proposals to improve the pedestrian environment in Cwmparc, focusing on the streets around Parc Primary School. They vary from installing a new raised crossing point outside the school, to implementing various footway, junction and road improvements, that aim to improve road safety and reduce the speed of vehicles at busy community locations.

“We continue to welcome support from Welsh Government to develop and deliver Safe Routes in Communities schemes across Rhondda Cynon Taf – many of which are linked to our school investment projects, or targeted at locations where road safety can be improved. In 2024, we delivered schemes in Hawthorn and Church Village, while two phases of work in Hirwaun were completed earlier this year as part of the 2024/25 funding. The Cwmparc scheme is part of 2025/26 funding, and would be delivered in early 2026.

“Not only would the proposals improve road and pedestrian safety locally, they would also encourage more people to walk and cycle as part of their everyday journeys – improving health and well-being and reducing traffic congestion.

“I’d urge residents in Cwmparc to take part in the consultation over the next three weeks, from September 19. People living locally will receive a letter introducing the consultation, outlining the proposals, and providing a pre-paid envelope to take part via post. An in-person option to find out more will be available at Cwmparc Community Centre, while there’ll also be a consultation homepage online. Officers will use all feedback from this exercise to shape the proposals and progress the scheme towards its construction phase.”
