Work will begin next week to make a series of important pedestrian safety improvements in Cwmparc, which will provide a safer environment in the streets near Parc Primary School. Welsh Government funding is secured to deliver the scheme, through the Safe Routes in Communities programme.
The scheme will install several pedestrian crossing improvements and resurfacing at key junctions, plus footway buildouts in targeted positions. There will be some unavoidable localised disruption over the weeks ahead, as the work programme moves across several locations within the community.
The Council will start this scheme from Monday, February 9, following a pre-statutory consultation held over three weeks in September and October 2025. The proposals were revised based on the feedback that was received, with a Statutory Notice period then held between December 19 (2025) and January 16 (2026) to give residents an additional opportunity to have their say.

Calibre Contracting Ltd is appointed by the Council to deliver the scheme’s construction phase. From February 9, work will start at several community locations, with the contractor then moving from one location to another. Temporary traffic management will be needed for some elements of the work.
Crossing improvements and resurfacing will occur at Park Terrace’s junction with Park Road, Park Road’s junction at the community centre, Church Road’s junction with Park Road, Alison House’s junction with Park Road, Sunnybank Terrace’s junction with Park Road, Chepstow Road’s junction with Park Road/Park Crescent, and Pentwyn Road’s junction with Park Crescent.
Priority give-way buildouts will be installed at several locations on Park Road, including near the lower school entrance – along with one at Tallis Street at the upper school entrance. Kerbing and footway resurfacing will also take place for the new bus stop opposite numbers 152-158 on Park Road.
The Council’s contractor will work hard to minimise the disruption as much as possible, including working outside of peak travel periods where possible. Thanks to the community in advance for your patience and cooperation.
Councillor Andrew Morgan OBE, Leader of Rhondda Cynon Taf Council and Cabinet Member for Infrastructure and Investment, said: “Work will begin from February 9 to deliver the Cwmparc Safe Routes in Communities scheme – upgrading pedestrian facilities with a particular focus on creating a safer environment for families walking to and from Parc Primary School each day. The work will range from installing a new raised crossing near the lower school access, to introducing priority narrowings that shorten crossing lengths and reduce vehicle speeds. Other junction and footway improvements will be made, while a new bus stop will be provided on the lower end of Park Road.
“The community was consulted on the scheme during the autumn, and the very valuable feedback that we received enabled officers to make some important revisions to the final design. Thank you to residents for taking part in the engagement exercise, providing officers with local knowledge about the road safety issues faced in their community, that could then be considered.
“The Council has secured £287,000 from Welsh Government’s Safe Routes in Communities programme for 2025/26 to deliver this work in Cwmparc. We continue to welcome the support for safe routes, having already delivered improvements in Hawthorn and Church Village over the last two years – along with several other local schemes often linked to our major school investments.
“Road safety is the main focus of this investment, however, by creating safer pedestrian environments we’re also hoping to encourage more residents to walk and cycle within their communities. Doing this as part of their everyday journeys has many advantages – from improving health and well-being to reducing the number of vehicles on our roads and protecting the environment.
“Residents in Cwmparc will notice the works being delivered from next week, and while the Council will work closely with its contractor to minimise the local disruption, there will be some inevitable impact to traffic at some of the work locations. I’d like to thank the community for your cooperation as these important pedestrian safety measures are delivered in the weeks ahead."
