The Council will soon be asking communities for their feedback on the latest proposals to improve the walking and cycling provision between Treorchy and Treherbert. The three-week consultation from July 7 focuses on the proposed second and third phases of investment, from Penyrenglyn Primary School towards Treorchy – forming part of a larger active travel route for the area.
Last summer, residents were consulted on Phase One of the project, between Treherbert Railway Station and Penyrenglyn Primary School. This phase has been completed to the detailed design stage and is currently awaiting the outcome of a funding submission to Welsh Government for its construction. The design phase was supported by the Active Travel Fund for 2025/26.
Now, officers are in the early stages of design and development for Phases Two and Three. These elements propose investing in new walking and cycling infrastructure in the area from Penyrenglyn Primary School to River Terrace, with the improvements continuing along River Terrace in the direction of Treorchy. The work area will run broadly parallel to the existing railway line.
Residents will be able to find out more and have their say from Tuesday, July 7, to Tuesday, July 21. A dedicated webpage will be available on our Consultations webpage from the beginning of the engagement exercise.
Residents will be able to have their say via an online survey on the above link. They can also get in touch via email, ActiveTravelConsultation@rctcbc.gov.uk – or in writing, using the postal address ‘Freepost RSBU-HJUK-LSSS, Research & Consultation, 2 Llys Cadwyn, Taff Street, Pontypridd, CF37 4TH'.
In addition, residents are invited to attend a public drop-in session at The Old Library in Bute Street, Treherbert, on Tuesday, July 7. They can attend at any point from 1pm to 7pm, with no prior booking required.
At the event, residents will be able to view the consultation material in person, ask any questions to the project team, and formally provide their feedback to be recorded within the consultation. Everyone is welcome to attend!
The design work for Phase Two and Phase Three is being completed using Welsh Government funding, delivered via the Cardiff Capital Region Regional Transport Fund for 2026/27. Construction of the scheme in the future would be dependent upon a further successful funding submission.
Councillor Andrew Morgan OBE, Cabinet Member with responsibility for Capital Infrastructure, said: “This consultation from July 7 provides a chance for residents to find out more about the Phase Two and Three proposals, to improve the walking and cycling provision linking Treorchy and Treherbert. It will focus on the area from Penyrenglyn Primary School to River Terrace, and continuing along River Terrace towards Treorchy. This follows a consultation last summer on the Phase One proposals between the primary school and Treherbert Railway Station, for which we’re now seeking funding to deliver.
“Investing in local active travel routes is key to encouraging more people to walk and cycle as part of their everyday journeys, and to take advantage of the many benefits – from improving health and well-being to reducing traffic congestion and helping to protect the environment. The Council is currently consulting residents on the Active Travel Network Map for Rhondda Cynon Taf, which highlights our existing provision as well as proposals for new routes in the future. The consultation is ongoing right through the summer, up until August 20, including at least 16 face-to-face events in local communities.
“The Rhondda Fawr proposals follow the opening of a dedicated walking and cycling route across 10km in the Rhondda Fach, from Maerdy to Tylorstown. We continue to welcome Welsh Government’s support for such schemes, having secured important funding via the Cardiff Capital Region Regional Transport Fund in 2026/27. Alongside the Treorchy to Treherbert scheme’s design, the funding includes improving access to Pontypridd Bus Station, designing active travel elements of the Llanharan Sustainable Transport Corridor, and delivering the Penywaun Safe Routes in Communities Scheme.
“Everyone interested in finding out more about the Treorchy to Treherbert plans can do so from July 7, through a dedicated webpage online. On the same day, there will be a public event at The Old Library in Treherbert, where everyone’s welcome to attend. All feedback we receive will be considered by officers in progressing the design phase, as we ask residents to share their local knowledge and their opinions on the requirements of the community.”
